The Health System Specialist manages regulatory committees for the Office of Research and Development of the Department of Veterans Affairs. The incumbent provides subject matter expertise regarding underlying regulations in ensuring compliance in research, and provides high level analytical and procedural support of projects for the VA Research Program. ***This position is open to current employees of Kansas City VA Medical Center, Station 589 the Veterans Health Administration***

Duties

The position requires knowledge and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature in applying Federal, State and VA laws, rules, and regulations relative to compliance and the conduct of investigative studies involving human subjects, animal study research, research safety and security, and research information security; including but not limited to the US Food and Drug Administration, Department of Agriculture, Department of Health and Human Services, Office for Human Resource Protections, Office of Research Oversight, Association for Assessment and Accreditation of Laboratory Animal Care International, Office Laboratory Animal Welfare, Public Health Service, Drug Enforcement Agency and current accreditation agencies. The issues or problems deal with readily observable conditions, written guidelines covering work methods and procedures such as performance and production standards, and information of an actual nature. Knowledge includes pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources in the area studied, such as The Code of Federal Regulations [21 CFR Part 11 (Electronic Records), 21 CFR Part 50 (Protection of Human Subjects), 21 CFR Part 56 (IRBs), 45 CFR Part 46 (Protection of Human Subjects Subpart A) etc.], Code of Laws of the United States of America [5 USC 552a (the Privacy Act of 1974), 21 USC 32-60 (Federal Food, Drug, and Cosmetic Act) 38 USC 7331 (Informed Consent), etc.], The Belmont Report, the Health Information Portability and Accountability Act Privacy Rule (HIPAA), etc. In addition, sufficient knowledge in ethical principles, laws, regulations, and policies governing the review and approval of human subject research. The incumbent uses the knowledge to provide advice and consultation to Institutional Review Board chairs, members, and staff, and to educate the investigative community of local and external policies and procedures with regards to research involving human subjects. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/22/2024. GS-9 Basic Requirements: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Specialized experience is defined as utilizing analytical and evaluative principles to resolve issues and accomplish program goals for a clinical, medical, and/or research department/organization; utilizing communication skills and stakeholder management principles; utilizing office automated equipment to create, maintain, and disseminate electronic information and documents/files; applying organizational management processes and procedures; OR Education: Possess a Masters degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. GS-11 Basic Requirements: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Specialized experience is defined as applying analytical and evaluative techniques in support of investigative studies involving human subjects, animal study research, research safety and security, and research information security; providing technical/consultative guidance regarding Institutional Review Board matters and operations; assisting with development and implementation of program informing processes and policies; analyzing data, preparing data presentations, and developing action plans to resolve problems or improve efficiency; OR Education: Possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. A transcript must be submitted with your application if basing your qualifications on education. Per Office of Personnel Management General Schedule Qualification Policies, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable when documented by satisfactory evidence (e.g., a memorandum from the manager, human resources director, or official documentation such as SF-52, SF-50 documenting an official detail/assignments, or other comparable documentation). The documentation must indicate whether the employee performed the duties full time or, if part-time, the percentage of times the employee performed the additional duties. To receive credit for experience in your resume that is not within the official series and grade level of your position, you must provide official documentation of such experience as indicated above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
