This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Serves as Acquisition Advisor to senior staff and 70+ installations world-wide for a wide-range of contract management and oversight projects directed by higher headquarters, the Commanding General, or other senior leaders.
Defines and implements new acquisition excellence initiatives, contracting efficiencies, and streamlined business processes.
Gathers, evaluates and synthesizes data relevant to the organization, mission priorities, and formulates innovative acquisition reform and business initiatives leading to improved contract management.
Provides acquisition guidance to stakeholders across the enterprise based on acquisition policy and data analysis in order to provide recommendations for improving contract portfolio oversight.
Promotes understanding of contract requirements development and acquisition trends by means of briefing, training, personal contact, and correspondence with stakeholders.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Foundational Certification within 36 months of entrance on duty.
- Business travel may be required up to 10% of the time.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Procurement Analyst: Degree: Bachelor's degree (or higher degree) from an accredited educational institution. (You must submit transcript). Transcript must clearly show the degree was awarded/conferred, the date the degree was earned, and the name of the College/University.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes (1) Developing procurement guidance material for Department of Defense or Government Requiring Activities/customers; AND (2) Participating in compliance audits on contracts; AND (3) Developing acquisition related training; AND (4) Providing guidance on contracting policies and procedures relative to pre-award and post-award functions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12 or above).
Education cannot be substituted for experience.
