This position functions as the Administrative Officer for the VHA Regional Procurement Offices (RPO) West by providing a variety of services in such areas as budget, planning, program administration, and training. The incumbent is responsible for the development and performance of effective business work processes, systems and protocols including procedures, communication, reporting and flow of information to meet the needs of the RPO Office.

Duties

Major Duties & Responsibilities Responsible to management for the program areas, including office budget and fiscal administration, strategic and operation planning, resource administration, human resources, and reports management. Works closely with representatives of the various administrative support programs in the management of program monies, personnel, supplies, equipment, space, IT and other resources. Develops the need for and maintains an awareness of available resources, and makes recommendations to the RPO Director and Deputy Director regarding needs, distribution or redistribution of these resources. Responsible for coordinating the needs of the organization based on both long and short range policies and plans. Administrative lead in administering programs concerning such matters as equal opportunity, merit promotion, labor management relations, and position management Administers space and equipment programs. Responsible for personnel administration including knowledge of personnel operations including position classification, grievance procedures, performance standards, and disciplinary actions. Incumbent represents management at labor management meetings, provides information, and resolves conflicts and/or problems that may arise and assures management officials are familiar with the negotiated agreement. Incumbent listens to problems and concerns of network employees and helps when possible or secures the advice from Human Resource Services. Responsible for the management and final development of all action items such as data calls, FOIA and GAO requests, HCA submittals, and congressional correspondence. Establishes HR/Equipment/Space Policy for the unique and/or complex organization. Makes recommendations for the development, evaluation, and modification of organizational structure and systems to achieve program goals. Analyses and interprets workload and other data used in resource planning. Supports special initiatives and teams tasked with process improvements and standardization. Plays a central role in developing and coordinating internal review systems to assure that administrative activities are in compliance with agency and regulatory requirements. Work Schedule: Tour of Duty is 8:00 a.m. - 4:30 p.m. Compressed/Flexible Schedules: Available Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Remote: This is a remote position. (Remote refers to work performed on full-time basis anywhere other than a VA facility or using VA-leased space.) Virtual: This is not a virtual position. (Virtual refers to work performed on full-time basis using VA-leased space or at a VA facility other than the facility that hired the employee.) **For this position, telework (up to 80% per pay period) or remote work (100% off site) may be authorized upon supervisor approval if within the local commuting distance of the advertised duty stations. There are no special physical requirements. The work is performed primarily in office areas or conference rooms and similar environments. However, it may require some traveling and visits to Government and/or contractor's facilities and other contract-related performance sites.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/22/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience, GS-12: Applicants must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and skill in applying analytical and evaluating techniques to issues concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel. Experience providing substantive administrative support functions (i.e., internal activities or functions such as supply, budget, procurement, or personnel) which serve to facilitate line or program operations. Experience providing personnel operations support in the areas of position classification, grievance procedures, performance standards, and disciplinary actions. Knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources (people, money, or equipment) in the area studied. Experience evaluating and recommending ways to improve the effectiveness of work operations in a program or support settings. Experience developing new or modified work methods, organizational structures, records and files, management processes, staffing patterns, procedures for administering program services, guidelines, and procedures, and automating work processes for the conduct of administrative support functions or program operations. Education: There is no education substitute for the GS-12 grade. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
