This vacancy is for a Correspondence Management Specialist in the Executive Secretariat, Office of the Deputy Under Secretary, Office of the Under Secretary, Bureau of Industry and Security within the Department of Commerce.

Duties

The incumbent serves as the Bureau of Industry and Security (BIS) Correspondence Officer responsible for ensuring consistent, timely, and quality responses to controlled and non-controlled correspondence received by the BIS Executive Secretariat. The incumbent is a principle advisor to BIS staff on appropriate editorial content, format, style and clearances for all controlled correspondence. The incumbent is responsible for developing and implementing a wide variety of operational and administrative guidance and policy as they relate to the operational management of the executive secretariat functions, which include the tracking, monitoring, and archiving of executive controlled correspondence. As a Correspondence Management Specialist, you will perform the following duties: Analyze and interpret laws, rules, regulations, directives, correspondence, and related publications on matters pertaining to the functions and roles of the Executive Secretariat. Receive, log, task, and coordinate completion of all BIS controlled correspondence. Provide management support in the area of executive controlled correspondence to the Under Secretary, Deputy Under Secretary or Designee, other BIS management and Staff. Evaluate the effectiveness of overall Bureau management operations and administration by discussions with Offices, Divisions, Subordinate elements and administrative personnel, review of reports, observation, and analysis. This Job Opportunity Announcement may be used to fill other Correspondence Management Specialist, GS-0301-14, Full Performance Level (FPL) GS-14 positions within the Department of Commerce in the same geographical location with the same qualifications and specialized experience.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management's website located at: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/ Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as: Developing and writing documents, reports, and/or correspondence that are clear, grammatically correct, and in accordance with applicable standards; Working on behalf of a senior official at the highest levels of an agency/organization to provide guidance and oversight on administrative correspondence services, inquiries, and communications/general follow-up with other senior executives and staff; and Reviewing correspondence, reports, or other documents for completeness and accuracy prior to signature and distribution.
