The primary purpose of this position, MANAGEMENT ANALYST, GS-0343-7/9 is to conduct studies/analyses of limited scope and/or assist in comprehensive manpower and organizational studies/analyses of organizations, functions, and work processes and provide basic management consultant capabilities to improve mission effectiveness, resource efficiency, and resource savings.

Duties

Plan, develop and conduct organizational structures, workforce staffing. utilization, and/or space utilization studies or portions of studies of the service organization(s), to improve and simplify processes and maximize resources utilization. Conduct work measurement, methods and procedures, and/or engineered time standard studies for issues or problems of a procedural or factual nature. Conduct competitive sourcing studies, cost comparison, direct conversion, etc., management surveys, and/or research projects of a limited scope and provide advisory services on procedural and relationship issues that deal with readily observable program conditions. Assist in performing internal management support services in the areas of program and cost monitoring, annual fiscal planning and development of annual work plan(s) for organization(s) of limited scope. Provide input to assist in managing productivity, awards, and recognition programs. Provide guidance to assigned functional areas in managing the organizational Performance Management Program.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. TARGETED POSITIONS: This position is a developmental GS-07 Target GS-09 position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-07). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected. GS-07 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks),or will have one year within 120 days of closing of this announcement, specialized experience at the next lower grade (GS-7), or equivalent in other pay systems. Examples of specialized experience includes: knowledge and skill in applying basic principles, concepts, and methodology used as a management analyst sufficient to perform moderately difficult assignments and the ability to gather and/or the ability to learn the operation of automated data systems. OR EDUCATION: Applicant must have one full year of graduate level education or superior academic achievement. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed 4-year course of study leading to a bachelor's degree, and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120-day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks), or will have one year within 120 days of closing of this announcement, specialized experience at the next lower grade (GS-7), or equivalent in other pay systems. Examples of specialized experience includes: applying conventional methods to gather, analyze and evaluate information concerning management processes, draw conclusions and recommend appropriate action and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature. OR EDUCATION: Applicant must have successfully completed a master's or equivalent graduate degree, or two full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of one full year of graduate level education or superior academic achievement and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Skill in conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures. Knowledge and skill in the application of engineering principles, concepts, and methodologies and basic financial management directives, concepts, procedures, guidance and policy. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature to devise organizational structuring options for organizations of a limited scope. Ability to access or locate information through the use of a personal computer and software programs. ??? PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
