This vacancy is for a Trade and Industry Analyst (Direct Hire) in the Bureau of Industry and Security within the Department of Commerce.

Duties

As a Trade and Industry Analyst (Direct Hire), you will perform the following duties: Researches, analyzes, and interprets trade and industry data and information as they relate to office's Defense Priorities and Allocations System, Offsets Reporting, and Continuity of Operations responsibilities. Summarizes and communicates trade and industry data and information in a clear and concise manner to produce interpretive reports. Prepares and delivers effective briefings to managers and clients. Identifies procedural problems in program operations, makes recommendations to resolve complicated problems involving regulatory compliance, technical obstacles or diverse government-private sector perspectives; or delivery of government services and programs of moderate influence on business, industry or the public. This Job Opportunity Announcement may be used to fill other Trade and Industry Analyst (Direct Hire) GS-1101-11 Full Performance level GS-12 positions within the Department of Commerce in the same geographical location with the same qualifications and specialized experience. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-11: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-09 in the Federal service. Specialized experience is defined as: - Researching current or new management practices for multiple programs or operations; and - Preparing and delivering effective briefings to managers and clients on U.S industrial and national security and/or critical technologies; and - Using software programs to compile and organize data drawn from a variety of sources. -OR- Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related -OR- COMBINATION OF EDUCATION AND EXPERIENCE: A combination of the required experience and education for this grade level.
