About the Position: This position is with the U.S. Army Medical Command (MEDCOM), Health Care Acquisition Activity (HCAA), Center for Health Care Contracting (CHCC), located at Fort Sam Houston, Texas. This position performs pre award and/or post award functions for procurements involving complex, long-term contracts of highly specialized, extensive, new or innovative medical equipment/supplies, research, and services of significant importance to the agency.
Duties
Perform pre-award and/or post-award functions for medical procurement involving complex long-term contracts on highly specialized, extensive, new or innovative equipment/supplies and services of significant importance.
Terminate highly specialized and/or long-term complex contracts that affect a wide range of procurement activities or contractors' operations.
Analyze and evaluate cost and pricing data elements to determine price reasonableness for major acquisitions with limited precedent data available.
Develop techniques to new situations to improve program and policy in contracting for organizational continuity.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually.
- Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.
- Practitioner Career Level Certification must be met within 5 years.
- Advanced Career Level Certification must be met within 4 years.
- This is a Defense Acquisition Workforce (AWF) position. The employee must meet the DoDI 5000.66 requirements applicable to the Career Category/Functional Area and the Career Level Certification.

Basic Requirement for Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000;
OR
(B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes pre-and post-award actions to procure and administer contracts, experience with cost and price analysis procedures to evaluate bids or offers, as well as experience with contract termination procedures. Provides guidance to team members in support of various policies and procedures within contracting. Ability to gather information and present solutions for issues/concerns; ability to determine best procurement approach; ability to communicate with customers and vendors. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
