This position is located with Bonneville Power Administration, in Technical Services Support (NSTS), Technology and Strategic Planning (NST), Supply Chain Services (NS), Chief Administrative Office (N). A successful candidate in the Supply Systems Data Specialist position will serve as a Supply Systems Analyst and technical authority responsible for performing administrative work concerned with data management.

Duties

As a Supply Systems Data Specialist, you will: - Provides operational support for NSTS. Serves as a BPA-wide technical contact on Agency personal property or vendor file program, or other programs within NSTS responsibility; processes, and systems, providing technical advice. - Responsible for information category across business processes. - Defines, measures, monitors, and analyzes information to inform management of trends, risks, and compliance. - Provides excellent customer service. Resolves client inquiries and problems. - Provides analyses to identify and recommend ways to improve the effectiveness of programs, including modified methods and procedures to improve standardization. - Initiates and communicates with team, vendors, and clients to request and collect necessary data. Clearly articulates data requirements and timelines to ensure compliance with organizational standards. - Documents and stores information per organization standard. Protects sensitive information according to BPA policies. - Works with NSTS clients to clarify requirements, promote NSTS understanding of client business and strategic direction to better ensure NSTS operations add value to clients' mission. - Develops standardized operating procedures and processes to ensure consistency in the areas of client service and education, data integrity, information lifecycle and governance, enterprise system and compliance procedures and artifacts as well as team and user collaboration and conflict resolution. - Identifies procedural problems, risks, and compliance issues in functional or program operations, using quantitative or qualitative methods. - Progressively builds upon accumulated supply knowledge and expertise in Technical Services Support functions and programs toward comprehensive understanding of client missions and work of associated client groups and how the work of the associated Technical Services Support workgroup(s) impacts them and identifies opportunities to fine tune and improve service quality - assessing and teaching lessons learned to staff and management, as appropriate. - Collaborates with Agency staff to analyze business processes and impacts upon data quality, makes recommendations for improvements to processes for Field personnel, enterprise business analysts and Accounts Payable staff to ensure payments are made to correct payee and correct account. Educates and hold accountable associated procurement staff on requirements per IRS code and ensures novation agreement in place for mergers, acquisitions, legal name change of vendor, etc., for creation of required new vendor enterprise system profile per established business rules in place inclusive of moving contracts or purchase orders to new vendor profile for newly named entity.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: GS-9: A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-7) in the Federal service. Specialized experience for this position is defined as: assisting in operational and administrative work concerned with data management; data entry and validation, retrieving and reporting data, documentation and record-keeping, and protect sensitive information. You may substitute education for specialized experience as follows: Master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or a LL.B. or J.D. if related; your education must demonstrate the knowledge, skills, and abilities necessary to do the work. -OR- Combination of education and experience as described above. Less than one year of specialized experience may be combined with graduate education in excess of the amount required for the next lower grade level (i.e., credit hours beyond the first year of full-time study may be credited). One academic year of graduate education is considered to be the number of credits hours the graduate school has determined to represent one academic year of full-time study. If the graduate school's definition of one year of graduate study is not available, 18 semester hours (or 27 quarter hours) is used. When crediting education that requires specific course work the number of hours of related courses required, as a proportion of the total education, is prorated. GS-11: A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-9) in the Federal service. Specialized experience for this position is defined as: performing operational and administrative work concerned with data management; data entry and validation, retrieving and reporting data, documentation and record-keeping, and protect sensitive information, training and support, and process improvement. You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or a LL.M., if related; your education must demonstrate the knowledge, skills, and abilities necessary to do the work. -OR- Combination of education and experience as described above. Less than one year of specialized experience may be combined with graduate education in excess of the amount required for the next lower grade level (i.e., credit hours beyond the first two years of full-time study may be credited). One academic year of graduate education is considered to be the number of credits hours the graduate school has determined to represent one academic year of full-time study. If the graduate school's definition of one year of graduate study is not available, 18 semester hours (or 27 quarter hours) is used. When crediting education that requires specific course work the number of hours of related courses required, as a proportion of the total education, is prorated. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.
