Duties

Review and process applications for lands, mining, mineral, oil and gas pipelines, electronic signal transmission systems, and roads/trails for recordable disclaimers and other actions. Make decisions concerning the application and compliance on land patent applications. Prepare, finalize, and distribute patents ensuring appropriate rights are granted, conveyance authorizations cited, patent reservations inserted, and existing rights identified. Analyze reports; research land records; and review private title documents and title insurance policies. Communicate with customers land transfer laws, regulations and land statuses.

Requirements

  • U.S. Citizenship is required.

  • You cannot hold an active real estate license: nor can you have an interest or hold stocks in firms with interest in Federal Lands.

  • Appointment will be subject to a favorably adjudicated background/suitability investigation/determination.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. GS-09 Specialized Experience: You must possess one (1) full year (52 weeks) of specialized experience equivalent to GS-07 in the Federal Service, adjudicating or examining applications and claims for the disposal, use of, or title to public lands; issuance of leases, licenses, or permits for land use; resolving conflicts arising from use; interpreting land records; work as a land appraiser; and/or general practice of law including legal transactions involving acquisition, lease, or disposal. OR Education: Master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., directly related to duties performed by a Land Law Examiner. Examples of related coursework are land surveying, cartography, land use law, real estate law, land appraising, land use planning, water rights, mining laws, or legal instrument review and interpretation. OR Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. GS-11 Specialized Experience: You must possess one (1) full year (52 weeks) of specialized experience equivalent to GS-09 in the Federal Service, adjudicating or examining claims for the disposal, use of, or title to public lands, leases, licenses, or permits for land use, resolving conflicts arising by; interpreting land records; work as a land appraiser; general practice of law including legal transactions involving acquisition, lease, or disposal. Interpret and solve difficult and complex drafting problems in research, analysis, evaluation and compilation of source data; adapting and developing standards, methods and techniques for map or plat design and construction. OR Education: Have a PH.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree or LL.M., directly related to duties performed by a Land Law Examiner. Examples of related coursework are land surveying, cartography, land use law, real estate law, land appraising, land use planning, water rights, mining laws, or legal instrument review and interpretation. OR Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement.
