About the Position: The Walla Walla District US Army Corps of Engineers is comprised of motivated and talented employees providing the very best engineering services for communities in the Pacific Northwest. The District helps manage local water resources for navigation, flood damage reduction, disaster assistance, hydroelectric power generation, and other natural and heritage areas.
Duties
At the full performance level you will:
Serve as the Knowledge and Quality Management (KQM) subject matter expert working with various project managers across a variety of knowledge domains.
Serve as a team leader, exercising a full range of technical and administrative oversight of the staff working on KM/QM responsibilities within the office.
Provides guidance and counseling to office staff on work and KQM matters.
Apply technology and other knowledge management techniques to functional problems and solutions to achieve maximum productivity and project integration.
Evaluate and analyze project initiatives and makes recommendations with a view toward re-use of best practices and/or products.
Ensure the direction of all Knowledge Management and Quality Management (KQM) initiatives, projects, plans, and policies comply with the agency and organizations enterprise transformational efforts.
Direct a multidisciplinary team, consisting of administrative and technical elements, that provide oversight and support to KQM practices and programs.
Serve as the senior advisor and consultant on all knowledge management and quality management procedures, program standards, and policies.
Serve as a team leader within the Mission Support Office (MSO), exercising a full range of technical and administrative oversight of the staff working on KM/QM responsibilities.
Support and maintain the continuous improvement of KQM in organizational and online communities of practice.
Analyze KQM project initiatives and provide recommendations that support best practices or best of breed outcomes.
Provide recommendations to achieve a sound knowledge management architecture and fully integrated strategy.
Implements the change management program to assist in moving the organization toward a knowledge-centric culture.
Interview and evaluate candidates for subordinate positions and make recommendations for selections on vacancies within the office.

In order to qualify, you must meet the experience requirements described below. Specialized Experience: One year of specialized experience equivalent to at least the GS-12 grade level in the Federal service which includes 1.) using various evaluation and analytical tools that include but are not limited to process mapping/flowchart tools; directory management software; screenshot/markup software; virtual meeting platforms (e.g. MS Teams or WebEx); and SharePoint Online content management functions; 2.) communicating with executive level management and leadership involving matters pertaining to overall business processes, improvement initiatives and other quality management processes and procedures; 3.) providing input and recommendations to the corporate board and executive; 4.) mentoring and guiding project delivery teams;5.) conducting continuing improvement surveys and studies relating to quality program management.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-12).
