Duties
Serve as the Chief, Project Management Section.
Leads, directs, and oversees project management to execute the District's civil works construction general (CG), operation and maintenance (O and M), and large capitalization (LCAP) hydropower projects.
Oversees projects that are highly visible and complex, with technical issues, political interests, public impact and environmental sensitivity.
Directs project managers in the preparation of Project Management Plans (PMPs).
Participates in the development of District CG, O and M, and LCAP budgets.
Converts workload into organizational units and positions.
Serves on boards and committees related to project management.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must file an annual financial statement (OGE-450).
- Valid State issued drivers license required.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes managing the initiation, planning, execution, and closeout of projects related to an engineering or construction effort, such as government facility renovations, civil works construction, or hydropower generating unit rehabilitation, using project management business processes and tools, such as using risk analysis and scheduling softwares, establishing work break down structures, developing budgets, and creating management plans. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
