This Supervisory Program Specialist position is located in the Veterans Health Administration (VHA), within the Contracts Management and Performance (CMP) Directorate of Integrated External Networks (IEN). The incumbent serves as a Supervisory Program Specialist providing the full range of technical and administrative supervision in directing a contract administration team to oversee multiple contracts for care in the community.
Duties
Duties include, but not be limited to:
Serves as specialist for the overall management, control, coordination, and execution of specified projects for the organization. Responsible for planning, directing, coordinating, setup, and reporting of mission projects.
Develops, maintains, and executes assigned tasks within assessment and analysis projects. These include, but are not limited to, use of automated project planning and appraisal tools and preparation of tasks/assignments and workflows with associated documentation for proposed development, deployment, and performance.
Coordinates and works with managers in accomplishing specialized/analytical responsibilities. Represents the organization and acts as liaison at technical and functional meetings and working groups to discuss, outline recommendations, and render decisions concerning business systems technology and methods as they relate to programs and projects or as they affect organizational vision, mission, and shared technical strategies.
Serves as a Contracting Officer's Representative (COR) (e.g., for a range between one large to multiple small-/medium-level) as delegated for healthcare services administration contracts.
Performs the full range of technical and administrative direction over the organization supervised. Plans work to be accomplished, sets and adjusts short-term priorities, and prepares schedules for completion of work. Assigns work based on priorities, consideration of the difficulty and requirements of assignments, and capabilities of subordinate employees. Develops performance standards and evaluates work performance of subordinates.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/16/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements/Working Conditions:
The work is mostly sedentary. There is moving or lifting of lifting of light objects such as books, files, and papers. No other special physical demands.
