Duties
You will serve as a QUALITY ASSURANCE SPECIALIST in the Quality Assurance Department (Code 130), Contract Administration QA Program, Code 131, Southeast Regional Maintenance Center (SERMC), Mayport, Florida.
You will use comprehensive knowledge of quality standards to develop surveillance/audit checklists to be used to audit ship repair contractors Quality Management System (QMS).
You will apply comprehensive knowledge of quality standard principles and conduct surveillance/audits of ship repair contractors QMS using attribute checklists.
You will use writing skills to conduct a post audit surveillance/audit report detailing findings for senior management review.
You will apply reading comprehension skills to review and approve contractor generated procedures and inspection plans.
You will apply oral communication skills to interface with a variety of management personnel from both government and contractor.
You will apply knowledge of Microsoft Office programs to develop various reports, track corrective actions taken as a result of surveillances/audits, and brief senior management on results of surveillances/audits.
You will use comprehensive knowledge of the Joint Fleet Maintenance Manual (JFMM) to develop surveillance/audit checklists to be used to conduct surveillance/audits of various Southeast Regional Maintenance Center departments.

- You will be required to obtain and maintain a current ANSI/ISO/ASQ 9001 Lead Auditor certification.
- You will be required to obtain and maintain a current Nondestructive Test inspector and Level II inspector certification.
- You will be required to obtain and maintain a current Navy Basic Paint Inspector (NBPI) or NACE Coating
Inspector Level II certification.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This is a bargaining unit position.
Qualifications
To qualify for the QUALITY ASSURANCE SPECIALIST, GS-1910-11, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:GS-12:
Experience utilizing and implementing the latest developments in Quality Assurance requirements by review of technical directives.
Experience planning, developing, organizing, administering, evaluating, and maintaining a comprehensive Contract Administration Quality Assurance Program (CAQAP) for conformity to contract requirements.
Experience developing evaluation plans, conducting evaluations relative to the prevention of quality problems, and taking action to determine the cause of reported problems.
Experience scheduling and conducting all internal audits required by the Joint Fleet Maintenance Manual (JFMM).
Experience developing policy instructions and directives for the program.\
To qualify for the QUALITY ASSURANCE SPECIALIST, GS-1910-09, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:GS-11:
Experience coordinating on-site reviews of the contractor's quality programs for compliance with appropriate contract and specification requirements.
Experience negotiating and coordinating complex issues pertaining to Quality Assurance for manufacture and repair of complex components and systems.
Experience reviewing work specifications for approval and full contractual compliance for quality, technical, and contract documents.
Experience receiving, reviewing, and approving various quality assurance documents, contractor instructions, plans, and procedures.

Education
GS-12:There is no combination or substitution of education for experience for the GS-12 grade level.
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-11: SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement
.COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combination of education and experience may be combined to meet the total qualification requirements.
