This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for financial management positions to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This is a TERM NTE 13 months position as a Financial Management Analyst with US Army Central G8 Resource Management Section Management, Shaw AFB, SC.
This position is being filled as a term not to exceed 13 months and may be converted to permanent without further competition.
Duties
Perform various financial management functions to include accounting, funds control, cost analysis, travel, estimates, fiscal and policy, internal controls, and budgeting practices.
Applies methods, and procedures in the examination and analysis of regulations, laws, directives, ledgers, journals, financial management guidelines, accounts, and related transactions.
Project the potential effects of budgetary actions on program viability and attainment of program objectives.
Reviews and analyzes DoD, HQDA, and USARCENT policies, guidance, and reports on financial programs and documentation presented to the Senior Program Budget Activity Committee.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Secret security clearance required.
- Up to 25% TDY required.
- This position is obligated to the previous incumbent.
- This is a TERM NTE 13 months position.
- One-year term trial period required.
- Financial Management Certification Level 3 required within 24 months of employment.
- Fiscal Law certification required within 3 months of employment.

Specialized Experience: One year of specialized experience which includes 1) designing financial management processes and using appropriate costing methodologies to recognize, determine, accumulate, and report costs of activities on a regular basis for management information purposes; 2) recommending allotments and sub-allotments of funds for distribution to managers based on continuous, unpredictable and frequent changes in programs; 3) analyzing existing policies, guidance, and reports to assess impact of financial programs; and 4) providing stewardship over daily operations for resource managers worldwide in support of overseas contingency operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
