This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Financial Management Experts to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This is a PERMANENT Financial Systems Analyst position with the U.S. Army Central, G-8, Financial Management Account Policy and Systems located at Shaw AFB, SC.

Duties
Serves as a Financial Systems Analyst in the Program Management Division operating as a Subject Matter Expert (SME) in one or more DoD or DA financial systems of record.
Maintains budget/financial systems such as GFEBS, GFEBS-SA, GCSS-A, ODS, and PIIE.
Coordinates the compilation of statistics and/or reconciliations from automated systems to develop and maintain a variety of reports.
Reviews, reconciles, and takes other appropriate action to clear canceling accounts to include unmatched transactions and unliquidated obligations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- Must obtain and maintain a Financial Management Level 2 Certification within one year of entrance on duty.
- Must possess, or obtain and maintain, a valid regular or official U.S. Passport.

Specialized Experience: One year of specialized experience which includes applying financial management principles, practices and regulatory guidance; providing staff guidance in the implementation and enhancement of automated financial management systems; solving issues arising from the implementation of new systems, identifying deficiencies in existing systems, and developing new locally automated systems within the resource management area of responsibility. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
