This position is located in the Health Information and Public Liaison Branch, Office of Communications and Health Education, National Institute of Dental and Craniofacial Research (NIDCR), National Institutes of Health in Bethesda, Maryland. The Office of Communications & Health Education (OCHE) develops, implements, and evaluates the Institute's science, health, and digital communication programs.
Duties
Serve as senior writer-editor responsible for providing high level consultation and direction to professionals and senior management on communicating politically sensitive or controversial materials, policies, and for explaining programs administered by the bureau or agency, and other comparable purposes.
Serve as a resource on NIH editorial and publishing policies and practices to writers and editors at lower levels and to program experts who write for publication.
Develop written products that articulate, interpret, and explain highly complex, potentially controversial, and important NIH policies, programs, and research findings.
Gather, develop and check the accuracy of information by research and by interviews with subject-matter specialists, program officials, and in some cases policy makers.
Provide a full range of editorial support.
Serve as production manager for many nationwide projects and analyzes existing nationwide publications in terms of purpose, content, format, effectiveness, and necessity.
Independently or as a principal on a team, participate in conceptualizing and developing materials such as reports, testimony, proposed legislation, etc. to Congress and other audiences.
Requirements

Qualifications
In order to qualify for a Writer-Editor, GS-1082 position at the GS-13 level, you must have 1 year of specialized experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: advising and assisting authors during the writing stage; researching and rewriting to organize, balance, and complete deficient manuscripts to meet publishing objectives; conceptualizing and developing materials such as reports, testimony, proposed legislation, etc. to Congress and other audiences; performing a full range of editing assignments for technical and scientific research programs; and evaluating and adapting publishing procedures to changing technology.
You will receive credit for all experience material to the position, including experience gained in religious, civic, welfare, service, and organizational activities, regardless of whether you received pay.
