The Greater Los Angeles Health Care System is currently recruiting an Administrative Officer for the Care in the Community (CITC) department located at Sepulveda Ambulatory Care Center, 16111 Plummer St North Hills, CA. VA Greater Los Angeles' Care in the Community (CITC) Department's mission is to provide safe, timely, and excellent care to our Veterans, whether at the VA or via our community partners.

Duties

Major Duties to include, but not limited to: Develop, initiate, and implement administrative policies and procedures and makes recommendations for the personnel management program for Community Care. Participate in developing both long and short-range policies and plans for the organization by coordinating the administration needs of the organization(s) for which accountable. Participates in providing formularized planning direction for VA Community Care. Represents management at labor management meetings, provides information, and resolves conflicts and/or problems that may arise and assures management officials are familiar with the negotiated agreement. Administers individual action within the organization. Meets and negotiates with union officials to assure smooth conduct of labor relations issues. Initiate ratings, awards, and disciplinary or performance-based actions. Manages employee/labor relations matters and actively supports the EEO program. Assures all personnel have been instructed in and follow operational, safety, personnel, and conduct requirements. Manages contracting and procurement of large and/or complex procurements. Establishes and oversees procedures for the receipt, review and follow-up on requisitions for purchases from Federal and special funds. Exercises contracting authority up to an established threshold; drafts and/or reviews all contract proposals and agreements to assure accurate budgetary, personnel and administrative arrangements, Provides advice to management and staff on contracting and procurement policies and issues. Serves as key figure in manpower utilization program assuring recruitment and retention within approved ceilings are maintained. Authorized to be approving official (Fund Control Point Official) for orders for supplies, services, and equipment. Incumbent reviews orders to verify their need and ensures that VA Community Care receives the appropriate share of the funds available. Prepares and reviews purchase orders for supplies and non-expendable property such as equipment, to include personal computer hardware and software and other specialized equipment necessary to the effective function of the office/service. Leads in administering programs concerning such matters as equal opportunity, merit promotion, labor management relations, and position management. Administers space and equipment programs. Establishes HR/Equipment/Space policy for the unique and complex organization. Analyzes, evaluates, and develops both long and short-range policies and plans for CITC pertaining to services being delivered to enhance patient care. Analyzes new or proposed regulations, and directives to determine impact on CITC, program operations and management. Prepares and assembles charts, data, reports, narrative and statistical materials that are provided for justification for the budget. Administers the internal review, quality, and productivity initiatives for VA Community Care. Establishes unique or complex quality and productivity programs. Develops, interprets, applies, and integrates objective criteria and acceptable standards for use in monitoring activities. Conducts studies and surveys and submits/validates surveys and/or reports pertaining to performance measures and other VA or other Congressional/Federal Agency surveys/inquiries. Work Schedule: Monday to Friday, 08:00am - 4:30pm 40 hours a week. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/22/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: developing both short and long range policies and plans for the organization by coordinating the administrative management needs; Maintain program requirements/validation criteria for assigned organizations; Monitor quality of patient care in the service; initiating projects/studies, and providing key staff support for a range of planning and budgetary issues. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree Or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
