The purpose of this position is to: plan and provide women's health care with emphasis on the reproductive cycle including management of intrapartum period for normal and high risk mothers; provide health care for newborns; educate, counsel, and advise patients on all aspects of the reproductive cycle and related psychosocial issues; educate, counsel, and advise other health care professionals; and participate in research, and nursing/medical standards and protocol developments.

Duties

Provides independent, preventative, therapeutic and comprehensive obstetric and gynecologic care. Collaborates with Obstetricians and Gynecologists when caring for women's health care. Performs accurate history and physical examination on obstetric, gynecologic and neonatal patients. Manages labor to include initial evaluation/hospital admission, ongoing assessment of maternal and fetal status, labor progress, need for intervention process and patient/family education and support. Provides postpartum care using a family centered approach. Evaluates and manages the normal postpartum period to include determining hospital disposition, providing discharge counseling and conducting clinic follow-up.

This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools. Advanced Practice Nurse Positions: For Advanced Practice Nurse (APN) positions, applicants must possess a graduate or higher level degree in nursing from an accredited educational program in the area of expertise or specialty indicated by the position. Licensure For all grade levels and positions, applicants must have passed the National Council Licensure Examination. In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Additional License Requirements for Advanced Practice Nurse Positions: Applicants for Advanced Practice Nurse positions must be licensed or registered by a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States in the clinical specialty required by the position. In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below- MINIMUM QUALIFICATIONS: GS-11: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Perform well women exams, assess patients and deliveries of newborns. Provide primary health care to the community with emphasis on reproductive health, primary management of antepartum, postpartum, gynecology, family planning and STD/HIV care. Recognize and promptly respond to obstetric complications and emergencies; provide initial urgent management. Manage routine low risk pregnant patients and work with consulting Obstetrician in the management of high risk pregnant patients. GS-12: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Provide full spectrum midwifery services. Triage patients, assess and provide treatment plan. Perform complete well women, maternity (OB/GYN), and newborn assessments. Manage the care of women during the prenatal, intra-partum and post-partum period, provide family planning, gynecological care, counseling, health education and preventative services. Perform follow-up examinations. Time In Grade (Merit Promotion Candidates Only) Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
