Reports directly to the Associate Director and performs duties directly contributing to the overall coordination and activation of the replacement VA clinic. New clinic under construction is nearly 561,690 square feet yielding 290,000 net usable square feet. Clinical services include Patient Aligned Care Teams, Physical Medicine and Rehabilitation Service, Dental, Imaging, Audiology, Telehealth, Women Veterans Clinic and expanded specialty services including advanced diagnostic services.

Duties

Duties include, but are not limited to: Activation Coordination Responsible for coordinating, activating and implementing activities associated with the replacement clinic project and associated VA provided material and equipment Serving as the Contracting Officers Representative (COR) for the Initial Outfitting, Transition, and Activation Services (IOT&A) contract Developing and maintaining a room-by-room complete equipment and material listing with costs and procurement and installation timelines utilizing a variety of computer programs, including but not limited to, Attainia, Excel, Word and Project Coordinating the development of an equipment management plan accessing the using Service to determine the time frame for installation of all VA provided material and equipment Coordinating with the Resident Engineer to install high technology equipment at the latest possible time to provide state of the art technology without disrupting the design Coordinating turn in of equipment and furniture from the former El Paso VA Clinic Communicating budgetary needs for activation with the Executive Leadership Team (ELT) and National Activation Office Working with Clinic Manager and Human Resources to make recommendations to senior clinical management and the ELT on appropriate staffing mix and timing of the hiring process based on clinical programs Responsible for assuring all furniture and equipment requests are processed on time and in budget Coordinating set-up of temporary operations, storage and installation of new furniture and equipment as well as turn ins of all old equipment and furniture from the existing clinic Utilizing expertise managing, planning and coordinating clinic activations within EPVAHCS in preparation for the El Paso VA Clinic activation Data/Information Systems Management Managing data and design elements and report forms utilizing a variety of electronic and computerized equipment and software Utilizing statistical, cost analysis and industrial engineering techniques as needed to review trends and making recommendations regarding policies, workflow changes, schedule updates and changes in the overall goals of the activation program Organizational Oversight and Planning Developing, with applicable departments, manpower needs and ensuring timely submittal of appropriate documentation to ensure funding/ establishment of positions and recruitment actions are taken Responsible for informing the Program Management Officer and Resident Engineer for any significant changes regarding space reassignments and changes in functional use of space Performing other duties as assigned Work Schedule: Fulltime, Monday thru Friday 8:00 a.m. to 4:30 p.m. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/19/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge in Major Lease Activation and new outpatient clinic development, including the recruitment of new personnel, delivery and installation of equipment, delivery of furniture, building occupation schedules, dates to begin seeing patients and communication plan for the public and community, establishing project milestones, setting project deadlines and reporting project status to supervisors and management personnel; advanced knowledge of regulations and standards of various regulatory and credentialing groups related to activating a new medical clinic and ability to reconcile contradictory requirements in preparing staff recommendations and administrative services for the project; thorough knowledge of government-wide, agency and facility systems and requirements in various administrative areas such as budget, personnel and procurement and the ability to adapt general administrative principles, practices, processes and techniques as well as the ability to apply them with a high degree of resourcefulness, ingenuity and inventiveness; comprehensive knowledge of the different functions and motivations of various employees and groups in the healthcare system and ability to communicate effectively with each to gather information, present recommendations and coordinate services; ability to analyze problems and present both written and oral recommendations taking into full consideration the wide range of factors and requirements which affect the management of the health care delivery system professional knowledge of data preparation techniques and relevant software packages, such as commonly used analytical spreadsheet and communications software and demographic/medical databases, to facilitate illustration of information and decision making and advanced knowledge and skill in applying complex fact-finding, analytical and problem-solving methods and techniques associated with management to include standard setting, work measurement, work simplification, methods of study, flow processing, etc., as well as an understanding of financial control management. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or two full years of progressively higher level education leading to such a degree or LL.B. or J.D., if related. (TRANSCRIPT REQUIRED). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education as described above. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
