Incumbent has oversight and recurring managerial oversight responsibilities for all activities within the Health Care Center (HCC) in the El Paso VA Health Care System (EPVAHCS). Position directly reports to the Associate Director of the EPVAHCS. Performs a variety of duties in an extremely complex VA Healthcare System which is constantly evolving within a highly complex and rapidly growing service area.
Duties
Duties include, but are not limited to:
Project Management/Coordination
Responsible for all EPVAHCS project master scheduling and risk assessment activities over the $426.358 million dollar capital portfolio
Developing, maintaining and continuously updating an Integrated Master Schedule in Gantt chart format of all EPVAHCS planned, approved and funded projects. Schedule will provide an overview of the project and sequences of task, duration of tasks, relationships between task, simultaneous events and critical path
Serving as subject matter expert with regards to the development and execution of the master scheduling process and the associated portfolio management
Responsible for all fiscal activities for the HCC requiring a thorough understanding of the Government and Department of Veterans Affairs (DVA) budget system and process and an in-depth knowledge of the budget along with the Veterans Equitable Resource Allocation (VERA) model. Effects, through Fiscal Service, the distribution, control, adjustment of funds in various control points to operate within
the provided allocated funds.
Coordinating closely with program managers, Service Chiefs, Executive leadership, VISN and VACO levels to prepare budget proposals
which balance past expenses and planning for future program priorities and Veteran growth, while also directing the operating budget to adjust as needed during the fiscal year and ensuring the most efficient use of resources
Controlling and managing project milestones and budgets from planning through construction and initial operations
Allocating project funds to elements, consistent with progress attained and measuring and monitoring performance to assuring commitments of all parties are being maintained
Reviewing and analyzing cost reports to assure charges are authorized and appropriate
Identifying unauthorized charges and assuring corrective actions are taken for the ultimate disposition of inappropriate charges
Reviewing project progress, measuring performance and taking necessary corrective actions to maintain agreed upon schedule and cost
Formulating resource and cost-load schedules for tracking engineering and construction deliverables, creating phasing and transition plans and facilitating ongoing communication and coordination with the Office of Construction and Facilities Management (OCFM) resident engineers, the Army Corps of Engineers, EPVAHCS, VACO, contracting and contracting officer representatives (COR)
Government/Civic/Internal Relations
Developing executive level reports and presentations. These reports and presentations will be highly visible and shared with executive leadership and external stakeholders
Effective communication and public speaking is a required proficiency
Possessing exceptional writing skills
Reporting project efficiencies, lags and areas of improvement weekly to the EPVAHCS Director and Executive Leadership team
Using the following software applications to include, but not limited to, Access, Excel, PowerPoint, MS Project, Word, ChartPro, AutoCAD, and scheduling software applications
Systematic Internal Review
Applying performance standards and monitoring to measure the extent to which their activities are achieving accepted goals
Linking effects with EPVAHCS system wide initiatives and plans to promote consistent standards of excellence
Completing both qualitative and quantitative analyses
Providing detailed analysis of project schedules from the inceptions of the project through the design phases to construction groundbreaking, implementation and full activation of the facility
Developing analysis for risk assessment and performance for each project, plan sequence, duration and relationship between tasks, identify simultaneous events, resource requirements and other relevant financial analyses required to successfully track all construction related activities and transitional planning
Work Schedule: Fulltime, Monday thru Friday 8:00 a.m. to 4:45 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/19/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: oversight and scheduling management resulting in successful execution of a complex capital portfolio with a current budget of $426.358 million, with many overlapping and sequenced projects; possessing the necessary knowledge of contracting, project management, construction methods, human resources, building activation processes, fiscal processes, with regard to planning and coordination of the capital portfolio; demonstrating knowledge of scheduling and resource planning techniques and respective software applications; must have extensive experience in providing detailed analysis of construction project schedules and full descriptions of delays and cost associated; possessing a broad range of qualitative and quantitative skills, as well as managerial and coordination skill; knowledge of health care policies and practices as well as community standards as it relates to non-recurring construction activities; understanding strategic and facility planning goals and objectives, planning processes, budget preparation and transition and occupancy planning; possessing the knowledge and skills required to schedule and coordinate all projects in support of major, minor, NRM and station level construction projects; responsible for overall administrative operational oversight of the HCC and coordination with the assigned project manager on all major facility construction and major lease requirements of the HCC; establishing organizational structure and guidelines, performance standards, work review and reporting requirements, and defines the lines of authority and supervisory controls essential to carrying out the mission of the HCC; responsible for the selection, termination, evaluation, initiation of promotion and other personnel actions regarding personnel in his/her chain of authority.

Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
