The incumbent serves as a Senior Investigative Analyst for auditing and compliance activities having program responsibility both for Vessel Operating Common Carriers (VOCC) and licensees participating in the Ocean Transportation Intermediaries program. Serves as coordinator of the VOCC Review Audit Program and facilitates the efficient and effective management of the program.

Duties

Ideal Candidate Statement: The ideal candidate has experience administering and coordinating international ocean documentation relating to Ocean Transportation Intermediary transactions (i.e.: a customs broker, direct importer or exporter, etc.) They have strong analytical skills and experience performing reviews and investigations to ensure compliance with program initiatives, particularly with the shipping industry. They also have the ability to administer and coordinate auditing programs that impact the mission of an organization or business, as related to the shipping industry. The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position. The incumbent serves as a Senior Investigative Analyst and Commission authority for auditing and compliance activities within BEIC having program responsibility both for Vessel Operating Common Carriers (VOCCs) and licensees participating in the Commission's Ocean Transportation Intermediaries (OTI) program. Administers and coordinates the VOCC Review Audit Program and the OTI Compliance Program and facilitating efficient and effective management of the programs. Designs and issues audit questionnaires under the VOCC Review Audit Program and the OTI Compliance Program. Prepares correspondence and internal documents for BEIC management, Office of Transportation Intermediaries, or other government agencies to assist with substantive segments of more complex cases regarding audit reviews of VOCCs and NVOCCs. Responds to inquiries initiated by regulated VOCCs, OTIs and tariff publishers requesting assistance with tariff publishing obligations, bonding requirements, pertinent FMC regulations, VOCC and OTI status and/or adherence to compliance guidelines. Reviews and evaluates Regulated Persons Index database, Form FMC-1, and Form FMC-18 information for licensing and regulatory enforcement purposes. Utilizes computer programs, agency databases and on-line data sources in support of individual and Bureau research activities, including Customs' ACE/ACS/AMS/ABI trade database, Accurint, EDGAR and others. The incumbent serves as a senior advisor and provides advice and guidance to the Bureau's leadership with respect to regularly assigned duties as well as other projects requiring coordinated activity. You must meet the following requirements by the closing date of this announcement: GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12grade level in the Federal service. Specialized experience for this position includes analyzing and evaluating licensing, certification and/or practices regarding individuals or entities operating in international trade or transportation to prepare reports or recommendations; reviewing/assessing maritime transportation business practices and procedures and compliance with import/export procedures in the U.S. international trade; participating in audits of books and records of regulated entities or participants involved in the international trade or transportation activities; evaluating need for edits, updates or license amendments; facilitating communication with agency headquarters contacts, the maritime industry, and the general public. GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13grade level in the Federal service. Specialized experience for this position includes reviewing/assessing maritime transportation business practices and procedures and information obtained from case files, commercial and agency databases to determine suspected violations of shipping statutes and regulations; participating as lead analyst in audits of books and records of regulated entities or participants involved in the international trade or transportation activities; assisting or coordinating the audit programs and facilitating efficient and effective management of the program, including advising less experienced analysts; identifying problems with data and advising less experienced analysts on appropriate techniques/strategies for further fact-finding/investigation; facilitating communication with agency headquarters contacts, the maritime industry, and the general public.
