About the Position: Serves as Program Manager with responsibility for administering and executing the transportation program, including all regulatory actions and initiatives originated by the Missouri Department of Transportation (MoDOT), for Corps regulatory purposes within the state Missouri, encompassing all of the Kansas City and St. Louis USACE Districts
Duties
Executes the Corps regulatory program within an assigned area to meet the needs of management and assigned functional responsibilities.
Assures compliance with the governing public laws and regulations, interagency agreements, policies of Corps Headquarters, and the directives of the District Commander.
Develops procedures to implement directives from higher authority, manages, and authorizes multi-District transportation program activities in the state of Missouri.
Meets with customers, including MoDOT and the Federal Highway Administration, to identify customers’ needs and priorities to better manage customer expectations and regulatory resource needs.
Makes recommendations or final decisions on Department of the Army permit applications within the transportation program area of responsibility affecting all waters of the United States throughout the state of Missouri.
Renders technical expertise, advice, and guidance on unusual, controversial, or complex problems.
Establishes effective working relationships to assure understanding/adequacy of policies and programs, develops support for the Corps’ posture on individual actions and policies, and assures that actions taken are not contrary to the public interest.
Keeps the public and other interested parties informed of the Corps regulatory program through media information, participation in seminars, towards the effective, efficient, and consistent application of the Corps regulatory program.
Counsels potential applicants concerning the geographic extent of the Corps regulatory jurisdiction, permitting procedures, and requirements.

Assures Department of the Army permit applications are evaluated in accordance with 33 CFR Parts 320-332, the Rivers and Harbors Act of 1899, and Section 404 of the Clean Water Act.

Basic Requirement for Physical Scientist (1301):
A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
Basic Requirement for Geographer (0150):
A. Degree: Bachelor's degree (or higher degree) in geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields.
OR
B. Combination of Education and Experience: Courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown in A above, plus appropriate experience or additional education.
Basic Requirement for Biological Scientist:
A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes assisting with at least 4 of the following areas (1) processing Section 404 and Section 10 permit reviews; (2) wetland delineation; (3) completing approved Jurisdictional Determinations; (4) completing Regulatory permit enforcement, compliance actions, and investigations; (5) knowledge of state wetland and water regulations; (6) knowledge of other federal laws such the National Environmental Policy Act (NEPA), the Endangered Species Act (ESA), the National Historic Preservation Act (NHPA).
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
