Duties

The Security Assistant position is located in Police Services at Lt. Col Luke Weathers Jr. Memphis VA Medical Center. The primary purpose of the position is to monitor physical security equipment and systems. As the Security Assistant, the incumbent's duties include, but are not limited to: Performs alarm and access monitoring, tracing access patterns, programming, and assign or remove user permissions. Open and secure doors remotely during routine and emergency operations. Assess on-scene behavior and determine when it is appropriate to dispatch law enforcement or other personnel to investigate. Respond to alarm systems monitoring fire, access, intrusion, duress/panic, medical emergencies, psychiatric emergencies, medical assist teams, etc. Monitors emergency weather alerts and transmits warnings system wide when appropriate. Maintains radio/alarm activity records/logs to include dates, times, and results of communications and activities and prepares completed reports. Performs and documents emergency callbacks when necessary. Tracks critical information and reports findings to the supervisor. Implements policies, procedures, and methods for identifying and protecting information, personnel, property, facilities, operations, or material. Operates an established vehicle registration and visitor management program and parking registration and/or photo identification equipment. Issues and retrieves government issued keys and/or identification cards. Maintains accountability of Police Officer badges issued and all associated logs. Performs administrative (non-criminal) investigations of lost keys, passes, and PIV cards for rapid assessment and documentation of any compromised access to VA property and termination of off access permissions. Work Schedule: Monday - Friday (6:00a -6:00p, 6:00p-6:00a), including weekends Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/01/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position you must have served 52 weeks at the GS-4. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge general administrative and/or clerical skills. Practical knowledge of specific security or law enforcement objectives, programs, methods, and procedures, and skills in carrying out support tasks related to law enforcement and security administration. Practical knowledge of the mission and objectives of Police Services, physical security systems, and procedures to support operations and the work of other staff. Knowledge of VA and VHA policies and procedures related to security procedures. Knowledge to execute administrative tasks that support police security related responsibilities. Knowledge to monitor and respond to physical alarm systems and security cameras to include troubleshooting basic equipment problems to dispatching Officers in response to potentially more significant issues. Broad working knowledge of how the various alarm systems operate and interconnect with the overall VAMC physical security monitoring system to identify and resolve security risks. Extensive knowledge of VA and facility physical security standard operating procedures and practices to monitor the different alarms, determine possible causes of the alarm and initiate a response from a range of options.. OR, Substitution of Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed four (4) years above high school in any field. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. (Transcript Required). OR, Combination of Experience and Education: Applicants may also combine education and experience to qualify at this level. Equivalent combinations of successfully completed four (4) years above high school education and experience may be used to meet total experience requirements at grades GS-5. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. (Transcript Required). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is typically sedentary in nature. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; etc. No special physical demands are required to perform the work. Working on off-tours, rotating shifts or regular overtime may be required.
