This position is part of the The National Mediation Board. The incumbent will be responsible for a wide range of support services in connection with the functions of the Office of Mediation Services (OMS), but also assists the Office of Legal Affairs (OLA).

Duties

Serves as the Case and Records Administrator for the Mediation Case Management System and Google Drive archive administrator for the Mediation department. Processes docket assignments and all other mediation related correspondence. Manages collective bargaining agreement (CBA) archive program with Cornell University. Provides a wide range of administrative support to the Director, Office of Mediation Services (OMS), Supervisory Mediators and the mediators. Serves as the Records Liaison for OMS within the NMB records program, ensuring OMS records meet National Archive and Records Administration (NARA) regulations Office of Mediation Services Responsible for accurately compiling OMS information for the Annual Report, budget development, and audit material as well as other OMS related information upon request for the Director of Mediation Services, Supervisory Mediators, and the Board. Responsible for all communications coming out of the OMS, ensuring their proper drafting, content, accuracy, and timeliness. Assist in dealing with OMS travel issues. Develops and manages as an ongoing project, the retrieval, recovery, reconstitution and reorganization of outdated OMS data into a useful and available format that aligns with current OMS case and archive files. Support other departments during peak activity.

Qualifications

At the GS-11 level, you must meet one of the following qualifications: One year of specialized experience equivalent to at least the GS-09 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to administering travel regulations and procedures in order to assist employees on travel related matters; understanding of records management laws, regulations, rules, policies and procedures. Experience with office automation tools and technologies including Microsoft Office, electronic case management systems including retrieving, recovering, reconstituting, and reorganizing outdated data. Preparing correspondence, reports, spreadsheets, briefings, and producing database information from specialized applications. OR A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if in a related field; OR A Combination of education and experience as list above. Only experience and education obtained by the closing date of this announcement will be considered. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
