Serve as Contract Specialist responsible for all aspects of the contracting transactions from initiation of a procurement to recommendation of award of a contract to procure A-E design services and Construction.
Prepare a written request for proposal and invitation for bids/proposals, publicize the requirement, issue the solicitation document, analyze offers received, prepare a negotiation position, evaluate technical and cost proposals, negotiate cost, fee or profit as well as technical issues and enter into a formal contract with the offeror.
Utilize a variety of price/cost analysis techniques involving a wide range of related factors affecting contractor's costs, for which pertinent historical data are generally available.
Analyze and evaluate price/cost proposals for new procurements, changes, follow-up procurements, price re-determinations, etc.
Perform contract administration work such as monitoring of contract performance and negotiation of necessary contract modifications to ensure satisfactory progress and completion of contract activities.
Identify appropriate contract type, including small business requirements.
Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
BASIC REQUIREMENT(S):
A. Degree: 4-year course of study leading to a bachelor's degree with a major in any field;
OR
B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
OR
Meet the exception identified below:
Exception: Employees in GS-1102 positions will be considered to have met the education requirement for positions they occupy on January 1, 2000, and will be considered to meet the basic education requirement for other GS-1102 positions up to and including those classified at GS-12. This includes positions in other agencies and promotions up through grade 12. However, all employees must meet the specialized experience requirements when seeking another position.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
GS-09: One (1) year of specialized experience equivalent to at least the GS-07 level in the Federal service obtained in either the private or public sector that has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Experience includes: Planning, soliciting, awarding, and administering contracts in the procurement of supplies, equipment, and services for an organization or program in accordance with legislation, regulations, and policies. Ensuring compliance with statutory contracting actions, reporting requirements, and related procurement initiatives. Applying broad, general rules in providing advice and guidance regarding acquisitions procedures to complex, non-routine purchases by Agency program officials and managers.
OR
Completed master's or equivalent graduate degree or 2 full years (36 semester hours) of progressively higher level graduate education leading to such a degree, such education must be in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management or LL.B. or J.D., if related.
OR
C. A combination of the specialized experience described in A and the education described in B. To determine if you qualify under this combination first divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond 1 year by 18. (Note: Only education in excess of the first year is creditable toward meeting the experience requirement when combining experience and education.) Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify.
Note: You must provide copies of your graduate transcripts.
GS-11: One (1) year of specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector that has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Experience includes: Developing, preparing, and presenting terms and conditions in bids or proposals related to the award and administration of contracts for construction and architect-engineer services; negotiating and awarding contracts, modifications, or subcontracts; contract administration; cost or price analysis; contract clearance; developing negotiation positions and adjudicating claims or protests related to construction and architect-engineer contracts.
OR
Completed a Ph.D. or equivalent doctoral degree or 3 full years (54 semester hours) of progressively higher level graduate education leading to such a degree, such education must be in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management or LL.M., if related.
OR
Qualifying combination of the specialized experience described in A and the education described in B. To determine if you qualify under this combination first divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education
beyond 2 years by 18. (Note: Only education in excess of the second year is creditable toward meeting the experience requirement when combining experience and education.) Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify.

And
Selective Placement Factor - Federal Acquisition Certification in Contracting: In addition to the minimum requirements, the following certification is determined to be essential to perform the duties and responsibilities of a particular position. Applicants who do not meet a selective placement factor are ineligible for further consideration. (You must submit a copy of certificate)
Federal Acquisition Certification in Contracting (FACC) at either the legacy FAC-C Level I or single-level FAC-C (Professional) certification.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
You must meet all qualification requirements within 30 days of the closing date of the announcement.
