The Management Analyst, provides consultation, analysis, and advice to the multiple services where clinical employees are employed. The Management Analyst role includes providing the nurse recruiter, service chiefs and nurse managers with objectively based information for making decisions on the administrative and programmatic aspects of agency operations and management related to recruitment, retention, and the onboarding of new employees.

Work Schedule: Monday - Friday 7:30am - 3:30pm

The Management Analyst will provide support for the data needs of the Associate Director for Patient Care Services/Nurse Executive on various initiatives and health care system performance measures. Inherent in these roles is the requirement for independence and objectivity on the part of the incumbent in order to ensure just and fair solutions to a wide variety of complex issues.
Major duties include, but are not limited to the following:
Plans, develops, and provides support for maintaining databases such as VSSC, USA Staffing, Recruitment Tracker Share Point, Onboarding Report Share Point, IPPS, FAITAS, VETPRO, LEAF, and Power BI.
Participates in data validation activities, compiling data summaries needed by Nursing Service leadership, SFVAHCS Leadership, VISN leadership, Central Office (CO) staff and stakeholders
Additionally, the incumbent designs, develops, and implements systems to monitor, optimize, and manage databases and systems correlating to the recruitment of nursing positions throughout the services.
Collects relevant information from many varied sources, some of which are difficult to access.
Develop techniques to capture workload data, including the review of all available computer-generated data to assure that all Nursing Service and special services workload data are being captured and appropriately validated and disseminated.
Provides advice and counsel to staff on data management capabilities. Tasks include extracting data from VistA, VA's corporate data warehouse systems, and/or developing database applications to collect new data, conduct surveys, or provide other tools to collect required information and update reports.
Ensures the accuracy of information delivered including, but not limited to, technical delivery, program ownership and accountability.
Plans application of data systems to meet local requirements and consults with representatives of service organizations, etc. to design, implement, and maintain specific subsystems and ensures timely completion of application projects.
Develops, implements, and ensures compliance with plans, policies, standards, infrastructures, and architectures that establish the framework for the management of information system programs.
Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-11 position you must have served 52 weeks at the GS-09.
For a GS-12 position you must have served 52 weeks at the GS-11.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
GS-11: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of a full range of management principles for multiple functional areas such as human resources, purchasing, supply and property management, records management, financial management and budget, and related administrative areas in order to ensure compliance with established policies, practices, procedures, and controls and to prepare recurring administrative status reports. ; Computer Knowledge - Office Software Applications Processing (MS-WORD, EXCEL, OUTLOOK, POWER POINT, etc.), and VA software (VISTA, CPRS, CPMA, etc.). Knowledge of the medical facility mission, functions, goals, and objectives; organizational structure and individual program responsibilities; and relationships with agency organizations in order to conduct limited studies and evaluations regarding medical facility operations and activities. . OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have . a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond .
GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. ; analyze and measure the effectiveness of any actions taken to resolve the problem. Ability to analyze and measure the effectiveness, efficiency, and productivity of administrative programs; and develop written and oral recommendations for improvement..; Knowledge of federal hiring guidelines as they pertain to medical center actions and policies.

Physical Requirements: Work is primarily sedentary. Work will involve some walking, bending, and lifting of light objects, as well as a good deal of work on a computer keyboard.
