As a Program Analyst, you will serve as the Reimbursable Work Authorization Program Manager, senior technical advisor, and subject matter expert for the program.Location of position: GSA, PBS Northwest Arctic Region, Design and Construction Division.We are currently filling one vacancy, but additional vacancies may be filled as needed.
Duties
Operates as a subject matter expert analyst regionally, provides expert guidance, assistance and authoritative advice to the Regional Commissioner and PBS Division Directors.
Serves as the regional point of contact for policy definition and interpretation; dissemination of Central Office regulations and information regarding the RWA program, agency policies and goals and; when needed, clarifies procedures; directives and other governing regulations.
Reviews all Nonseverable RWAs prior to the acceptance of initial RWAs or RWA amendments.
Identifies opportunities for training and conducts workshop sessions or other appropriate training practices that address technical or knowledge gaps critical to the RWA program success for external and internal customers.
Executes and approves RWA management and accountability controls that ensures PBS is capturing requirements, formalizing agreements, and billing customers for the cost of altering, renovating, repairing or providing services in space managed by GSA.

The GS-13 salary range starts at $116,811 for Anchorage, AK; $103,728 for Spokane, WA and $115,793 for Seattle or Tacoma, WA per year.
If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.
Specialized experience is experience:• Monitoring and evaluating assigned programs and initiatives;• Developing recommendations for activities, operating policies and/or procedures and being the focal point for multi-organizational agreements;• Planning and/or directing complex projects requiring evaluation and identification of a variety of operational problems, evaluating alternative solutions and recommending appropriate action; and• Utilizing program analysis, management and evaluation methodologies, including the organizational theories and research principles necessary to perform broad, far-reaching studies impacting operations.
