The incumbent serves as a Change Management Agent (CMA) in the Office of the Director. The incumbent plays a key role in managing the successful transition of the implementation plan into operational areas. The incumbent will lead change management activity across the business lines within the Regional Office (RO) and will focus on implementing changes to business processes, systems and technology and job roles.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Submit a copy of your applicable SF-50, along with a statement that provides the following information regarding your most recent political appointment: Position title; Type of appointment (Schedule A, Schedule C, Non-career SES, or Presidential Appointee); Agency; and Beginning and ending dates of appointment. Specialized Experience for the GS-11: Applicants must have one year of specialized experience which has equipped them with the knowledge, skills, and abilities required to successfully perform the duties of the position. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-09). Specialized Experience is defined as participating in projects, achieving change, and interpreting VA rules and regulations. Education Substitution: GS-11: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related Specialized Experience for the GS-12: Applicants must have one year of specialized experience which has equipped them with the knowledge, skills, and abilities required to successfully perform the duties of the position. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-11). Specialized Experience is defined as experience leading or participating in projects charged with diagnosing problems within the organization and making determinations on what drives these issues; experience implementing plans and means to achieve change as well as providing training and education on new organization initiatives; or experience assessing the effectiveness of new processes through data analysis.
