This position is a Management and Program Analyst in Grand Junction, Colorado. Additional positions may be filled from this announcement if they become available. Duties

In this position you will serve as a Management and Program Analyst and assist with key matters related to integrating management, policy, budget, and strategic planning across program lines and provides advice and support on achieving improved information and efficiency through process analysis. The incumbent also assists in the development of innovative management strategies to resolve both new and longstanding program and inter-program issues. Typical duties include: Analyzing budget projections, assessing validity and consistency of estimates. May assist with planning, coordinating and developing budget proposals. May develop resource (staffing and funding) guidance for subordinate offices. Applying qualitative and quantitative methods in assessing complex management processes and systems for BLM-wide programs or very large segments of such programs. Preparing recommendations for legislation to change the way BLM programs are implemented.

Qualifications

You may qualify at the GS-13 level, if you fulfill one of the following qualification requirements: Have at least one full year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Using automated budget programs and developing, tracking and reporting on a budget for a program or multiple programs. Evaluating program results, processes and environmental functions related to public land management; and Producing/editing written materials and communicating orally with a wide variety of audiences representing diverse interests and knowledge regarding natural resource management and related budget issues If your resume does not support your questionnaire answers, we will not allow credit for your response(s).You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement.
