Duties

You will serve as a senior expert in the planning and execution of complex campaign level analysis based on Defense Planning and Programming Guidance, Integrated Security Constructs and other Joint Staff scenarios and policy guidance. You will provide subject matter expertise in and maintain the Campaign baselines and analysis results that are used throughout the Navy and Department of Defense (DoD) for Programming, Budgeting and Execution (PPBE) studies, reports and analyses. You will lead, plan and conduct analysis and manage a variety of studies, reports and projects including action as project manager of contractor supported studies and products. You will assist in the development of operational warfighting and support campaign metrics. You will answer questions regarding previously conducted analysis, such as comparing and contrasting results with current efforts, identifying variations in input data and recognizing trends.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector utilizing scientific research techniques and a wide-range of qualitative and quantitative analytical and evaluative methods and techniques. Examples of specialized experience include the following: 1) Leading, planning and conducting analysis and managing a variety of studies, reports and projects. 2) Developing model inputs and evaluating feasibility of all sources of input data utilized in model databases. 3) Conducting analysis of modeling results to evaluate relative achievability in reaching established metrics and identifying the cause and effect of capability and capacity gaps and excesses. 4) Preparing and delivering post-analysis reports and/or issuing papers and briefings to accurately convey analytic insights to leadership to influence budget decisions. Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
