You will serve as an IT PROJECT MANAGER (SYSANALYSIS) in the Military Sealift Command (MSC), Directorate Martime Operations of MILITARY SEALIFT COMMAND.
Duties
You will serve as Program Manager for Afloat Information Technology systems.
You will drive compliance with configuration management requirements to formally document and control the functional characteristics of Afloat NAVCOMMS Programs.
You will monitor project activities to ensure implementation per plan.
You will verify and approve payment of invoices for IT purchases and monitor all contracts for compliance with systems purchase and maintenance requirements.
You will be responsible for drafting reports for program/project that include areas of schedule, tasks, deliverables, risk and budget.
You will be responsible for planning, coordinating, monitoring, and implementing IT programs to meet organizational goals.

- You will be required to participate in continuous learning. An annual 20 hour minimum of Cyber Workforce related continuous learning must be documented in a current individual development plan signed by both the employee and supervisor.
- Must participate in a continuous learning (CL) program as described in SECNAVINST 5239.20A and SECNAV M-5239.2.
- Must obtain the required credentials within 12 months of appointment and maintain those credentials as described in SECNAV M-5239.2.
- Credentials as described in SECNAV M-5239.2. for the DCWF role 802 - IT Program Manager, at the proficiency level of advanced.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- The incumbent of the position is required to maintain qualifications in accordance with DON Cyber Workforce Program requirements of SECNAV M-5239.2.
Qualifications
For GS-13: Your resume must demonstrate one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: overseeing the implementation of programming specifications by monitoring program design, coding and debugging performed by contractors.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: determining customer requirements and assisting customers by recognizing and analyzing trends by providing instruction and orientation.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: contacting customers at the Help Desk Level that may include those who are skeptical or uncooperative, skilled in communication to relay instructions and represent the team in meetings within the organization.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: analyzing the types, frequency and solutions necessary to correct problems and improve help desk operational procedures.
In addition to experience demonstrating the four competencies above, Your resume must demonstrate one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector:
Experience handling schedules, tasks, deliverables, risk and budget for assigned programs as an Information Technology Program Manager.
Experience developing, delivering and sustaining IT solutions.
Experience working within resource management life cycle
Experience implementing Sustainment of Afloat information technology, communications and/or networks
