This Program Specialist position is located in the Behavioral Health Service at the VA Medical Center in Philadelphia, PA.
Duties

The major duties include but are not limited to:
Performs management and/or program support work, such as program or office planning, evaluation of administrative programs or issues, training program administration, correspondence control, liaison, special projects and board or committee related work;
Conducts special projects or studies to analyze, evaluate and provide recommendations on administrative programs or issues;
Plans and/or accomplishes special projects;
Uses standard approaches to perform a variety of duties related to special projects involving administrative or support issues;
Conducts extensive research and compiles data from diverse sources;
Extracts and assembles information, conducts analysis and develops reports or presentations;
Solves unusual problems in performing a variety of duties;
Uses advances analytical techniques to develop conclusions; and
Performs other related duties as assigned.
Work Schedule: Monday through Friday, 8:00am to 4:30pm

Qualifications
To qualify for this position at the GS-9 grade level, you must meet at least one of the following:
Specialized Experience: At least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Program Specialist position, and that is typically in or related to the work of the position to be filled. Specialized experience includes providing administrative guidance and advice to clinical and/or administrative staff; interpreting rules, regulations, policies and procedures in order to make sound decisions; identifying and analyzing problems; utilizing Microsoft Office and various databases to search, extract, and organize data, produce reports, and prepare documents; and communicating and working with individuals with varied backgrounds. Education: Successful completion of a master's or equivalent graduate degree, or two (2) full years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this Program. Combination: Equivalent combinations of successfully completed graduate-level education (beyond the first year) and specialized experience, as described above, which meet the total experience requirements for this grade level. IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates.
