This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Duties
The Supervisory Diagnostic Radiologic Technologist (DRT) supervises designated technical and support staff in Radiology at the Alexandria Veterans Affairs Health Care System (AVAHCS), and associated Community Based Outpatient Clinics. The incumbent performs a full range of supervisory duties. The incumbent is responsible for the following sections: General Radiology, Computed Tomography (CT), Magnetic Resonance Imaging (MRI), Ultrasound, contracted services to among others include the VISN 16 Tele-Radiology Center (TRC), Patient Reception, Scheduling, Fee Basis services, Contract development for services and Locum Tenens staffing, and Contracting Officer Technical Representative (COTR) responsibilities.
Duties include but not limited to:
1. Develops Administrative and Operational Plans of Imaging Service to assure optimum patient care, quality control, and the economically efficient performance of all activities. The incumbent has a major role in designing long-range plans for the Service, including construction, utilization of space, equipment needs, recruitment and retention of personnel, as well as objectives of future needs of the Service.
2. Develops estimates of Budget Requirements, and a Budget for the Chief of Imaging, based upon historical data, and anticipated workload and production capability of the work force and develops annual management and budget briefings for the Service. Keeps upper management aware of changes that may increase costs or affect employees' status, limit services rendered, or affect work outside these services. Reviews and signs all requests for issue of equipment and supplies purchased out of the Cost Control Point as initiating and/or Approving Official. Signs receipts for equipment and supplies delivered to the Imaging Service. Has full authority for Fund Control Points and maintains running control of funds to ensure that accounts are within authorized levels, in accordance with generally accepted accounting practices.
3. Assigns work based on priorities, consideration of difficulty, requirements of assignments, and capabilities of employees. The incumbent, with the consent of the Chief of Imaging Service, approves and certifies all personnel timecards, overtime requests, and approves/disapproves leave requests.
4. Supports equal opportunities for all employees, effectively uses incentive awards to promote and recognize employees. The incumbent writes Position Descriptions and Functional Statements, performs the annual performance appraisals for applicable technical and support personnel and reviews annually the Functional Statements or Position Descriptions and performance standards for all employees under his/her direct supervision. Administers annual competency reviews for all applicable department employees.
5. Ensures adequate supplies to the Service to meet workload demands. Is responsible for seeing that technologists always keep the cabinets in each room stocked with necessary supplies. Interfaces with SPS, Contracting, Acquisition and Logistics/Materiel Management to ensure supplies are current yet within appropriate guidelines. Serves as Control Point (and potential purchase card) Official.
6. Serves as a facility advisor for student program school affiliations related to Radiology Services.
7. Assists the Service in maintaining a state of readiness for The Joint Commission inspection by maintaining all Commission requirements. Is responsible for oversight in ensuring that all department medical center memoranda, policies, service guidelines and procedure manuals are updated or revised to be consistent with Central Office,
VISN 16, and Medical Center Directives, policies, etc. Maintains current Service Organizational Chart and Functional Chart, and Staff Recall Rosters.
8. Keeps abreast of all Occupational Safety and Health Administration (OSHA) regulations and changes and recommends and implements such changes within policies and procedures. Completes all mandatory education required and works in conjunction with Infection Prevention and Safety Coordinators to ensure workplace
safety.
9. Establishes Quality Assurance guidelines, protocols, performance improvement reports, and programs to ensure optimum patient quality care and quality control. The incumbent assists the C-PACS Administrator and Radiologists and provides evaluation and reports to upper management regarding the effectiveness of the Commercial Picture Archiving and Communication System (PACS).

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency: Candidates appointed to direct patient care positions must be proficient in both spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
Education: Applicants must have completed of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from other accrediting agencies as recognized by the Department of Education (DOE).
Certification: Applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology (ARRT) (R). Advanced ARRT certification is required for assignments that include computed tomography (CT), magnetic resonance imaging (MRI), or Mammography (M) duties performed independently, as applicable. Advanced certification indicates that the incumbent can operate independently and has demonstrated specific clinical competency in the appropriate specialty and taken and passed the designated examination.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:
GS-11
Experience: Candidates must have at least one year of experience equivalent to the next lower grade level GS-10 directly related to the position being filled that demonstrates the clinical competencies needed to provide services as a quality control technologist, DRT team leader, supervisory radiologic technologist, PACS technologist, clinical program director, or an assistant chief radiologic technologist.
In addition to the experience/education above, the candidate must all of the following technical KSAs and demonstrate the potential to acquire the assignment specific KSAs designated by an asterisk (*):
1. *Ability to develop and initiate new imaging services that apply current research findings.
2. Ability to participate as an instructor in the facility's in-service clinical training findings.
3. Ability to interview and evaluate candidates for positions in the section and recommend appointments, advancements, or, when appropriate, disciplinary actions.
4. Ability to evaluate performance, identify continuing education and training needs, etc.
5. *Ability to analyze organizational, technical, and administrative problems and to develop and implement solutions that result in efficient section operation.
6. Skill in participating in organizational facility initiatives, workgroups, and/or committees.
7. Ability to draft and/or recommend organizational policies and/or directives. (KSAs must be clearly reflected in resume under description of duties in order to be found qualified for this position/grade level).
Preferred Experience:
Minimum of 2 years of supervisory experience preferred
Advanced certification in MRI and/or ultrasound preferred
