This position is located in the Small Business Administration, Government Contract Business Development - HQ in reports to VSBCP Deputy Director in Washington, DC. The incumbent directs, supervises, and provides technical and administrative oversight to program staff.
Duties
As the Supervisory Program Specialist, you will:
Based on broad technical and administrative guidelines, the incumbent is responsible for administering VSBCP case processing and all associated programs.
Prepare reports, identifies trends and problems. Recommends features of the VSBCP program which may be improved.
Provide training to the office staff, and others, related to all areas of VSBCP program eligibility.
Balance the workload, ensures consistent application of policies and procedures, and criteria between subordinate staff and other teams.
Develop performance standards, evaluates work performance.
Give advice, counsel, and instruction to employees on both work and administrative matters.
Monitor the administration and operation of the verification program and examination process to include oversight of all personnel responsible for the verification.
Ensure each verification application is technically reviewed and compliant with applicable regulations and VSCBP regulator requirements and codified processes.
Call Veterans as required to provide VSBCP case customer service on complex and difficult case fact patterns.
Requirements
- You must be a U.S. Citizen.
- You must successfully complete a background investigation.
- You may be required to serve a one-year probationary period.
- You may be required to serve a one year supervisory probationary period.
Qualifications
GS-14: One year of specialized experience, equivalent to the GS-13 grade level in the Federal service, obtained in either the private or public sector: which demonstrates experience in operating or managing customer service programs such as call centers or contact centers; answering regulatory policy and process inquiries via professional written and oral communication regarding a government certification program; responding to Congressional inquiries via executive level correspondence; developing and delivering presentations concerning a government regulatory process and analysis work related to a government regulatory and or risk compliance program. This must be clearly reference on your resume.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled.
