This position is aligned to the Business Office Health Administration Service at the Richard L. Roudebush, VA Medical Center in Indianapolis, Indiana. This position is responsible for providing timekeeping support for Health Administrative Services, utilizing the Electronic Time and Attendance Systems and performing administrative and clerical procedures to support a variety of office functions.
Duties
***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION***
Duties include, but may not be limited to the following:
Performs all timekeeping functions utilizing the electronic time and attendance system.
Enters employee's schedules into electronic time and attendance system.
Prepares employee self-scheduling records for long term storage.
Prepares special reports required for management control, payroll reconciliation, and budgeting purposes.
Provides timekeeper training through one-on-one training to supervisors.
Performs data collection monitors and data extraction.
Manages timecard exception reports notifying employees and supervisors.
Handles conflicts and problems in dealing with the customers constructively and appropriately.
Perform other duties as assigned.
Work Schedule: Monday-Friday, 8:00 am- 4:30 pm

Qualifications
SPECIALIZED EXPERIENCE: Applicants must possess at least one (1) full year of specialized experience equivalent to the next lower grade level (GS-4) in Federal Service, that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of a Time and Leave Clerk and is typically in or related to the work of this position. Specialized experience includes: performing all timekeeping functions; providing timekeeper training; preparing reports; providing administrative support; and providing helpful customer service.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Successful completion of 4 years of education above the high school level. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college, or university for which high school graduation or the equivalent is the normal prerequisite. One year of full-time undergraduate study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial or technical school. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation.

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed post-high school education and experience to meet total qualification requirements at the GS-5 level. NOTE: Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation.
PHYSICAL EFFORT AND WORK CONDITIONS: The work is primarily sedentary with intermittent light lifting or carrying of 20 pounds or less, reaching, pulling, sitting, bending, as well as carrying files and office supplies. Significant work with computers for long period is required. Walking frequently to clinical areas, offices and/or conference rooms is required for obtaining/presenting time sheets or reports, meeting with staff and/or supervisors for communication, training and attendance issues and assisting the Supervisor with time approvals and clearing of timecard exceptions and data presentation needs.
Work Environment: The employee works in an adequately lighted and ventilated office environment and exercises normal safety precautions.
