This position is in the Eligibility Enrollment Verification Department (EEV), of the Office of Integrated Veteran Care (IVC). The position is organizationally aligned under the Escalation Team Supervisory Program Analyst. The primary function of the position is to resolve escalated issues for Veterans, beneficiaries, and medical providers.
Duties
Duties may include:
Reviews Congressional, White House, Secretary of the VA, and other special inquires received by letter, telephone and email.
Responsible for correcting discrepant information in the Veteran and beneficiary file system
Follow up communications via mail, email, and phone calls may be required.
Responsible for various administrative duties
Required to read, understand and acknowledge all changes in policy and program requirements.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: 6:00am to 4:30pm TBD by Supervisor

This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/20/2024. This job announcement will close on the posted closing date OR at 11:59 p.m. EST on the date in which the applicant cut-off of 175 applications is met, whichever comes first.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-09 position you must have served 52 weeks at the GS-07.
For a GS-11 position you must have served 52 weeks at the GS-09.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience for GS-09: You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include; Preparing comprehensive program analyses and evaluations pertaining to the effectiveness of program operations. Experience developing changes in methods and conducting studies of employee/organizational efficiency and productivity; completely understand the policies, regulations, and desk procedures for the CHAMPVA programs and knowledge that includes complete understanding of the policies and regulations of each of the specialty programs, all payment methodologies, and processing procedures to ensure the accuracy of the results.
Specialized Experience for GS-11:You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include; : Preparing evaluations for a segment or phase of a broader project or study. Experience utilizing conventional techniques to gather, assemble, and analyze facts, draw conclusions, and devise alternatives; preparing draft reports and other substantive guidelines and materials; recommending changes and/or alternative methods, processes, and techniques to improve program and administrative procedures. Experience performing operational reviews, program evaluations, and guidelines pertaining to the effectiveness of line program operations and proposing recommendations and conducting studies of employee/organizational efficiency and productivity, knowledge and exceptional research skills for the CHAMPVA program, knowledge of congressional correspondence standards, knowledge of all benefits and services, knowledge of organizational structure, administrative processes, and organizational goals in handling all types of inquiries related to CHAMPVA program.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary with occasional requirements to walk around in an office building as needed.
