The Lead Technologist is responsible for assisting in developing/directing the technical and daily operations of the Diagnostic Imaging Service. In addition to providing oversight of technologists, the Lead Technologist serves as Subject Matter Expert within the Diagnostic Imaging service line.

Duties

Optimizes the quality of care and timely access for Veterans by improving productivity across all modalities extending to the HCCs when operational. Reviews and improves the imaging exam process from initial order entry through exam completion; ongoing analysis of performance metrics in all modalities for the identification of performance deficits and improvement opportunities at departmental and service levels, including healthcare management and statistical/financial analysis, general administrative assistance, and program analysis. Assists in imaging utilization review, performance improvement activities, fee-basis services, PACS/telemedicine applications for Diagnostic Imaging, staffing, policy/procedure standardization, and procurement of radiology and nuclear medicine supplies. Coordinates and manages aspects of radiology and imaging services to achieve optimal utilization of the available resources to include scheduling, funding, space, equipment, and information technology support purchases. Plans work schedules to ensure smooth flow and even distribution of work. Explains work requirements and assigns work on a daily and weekly basis, accounting for weekend and evening shifts as required. Sets deadlines and priorities. Develops operating instructions. Identifies equipment requirements. Recommends methods to improve work quality and productivity; reviews the work in progress or upon completion by spot checking, as appropriate. Advises employees of the performance requirements of their positions. Assigns employees to positions and/or work assignments based on consideration of several factors including the difficulty and type of work, availability, capability, and experience. Resolves scheduling and back-up coverage problems on off-hour and weekend shifts and is responsible for arranging vacation coverage on these shifts. Assists in providing coverage when unexpected staff shortages occur during regular tours-of-duty. Performs all technologist duties when required in areas of competency. Coordinates and conducts scheduled staff meetings in coordination with the Imaging Administrator reviewing policies, rules/regulations, procedures and discusses changes in routines and other related subjects. Responsible for overall neatness and cleanliness of the exam rooms. Ensures all staff follow applicable Reusable Medical Equipment (RME) S.O.P. and policies. Manages staff resources to accomplish the mission of the Health Care System taking into consideration factors such as staffing levels, staff retention, strategic planning, staff productivity, etc. Develops, updates, and communicates Standard Operating Procedures (S.O.P.) and policies required to achieve goals of quality and efficiency within the Imaging Service. Applies knowledge, methods, and quality management techniques to performing data sampling, extraction, aggregation, and analysis. Utilizes CPRS, VistA, VistA Imaging, PACS, and other software platforms to perform chart reviews enabling correlation of patient information such as diagnoses, treatment outcomes and imaging results; understands treatment pathways; uses knowledge to track and flag deviations from standard of care. Assesses and reviews requisitions with Lead Advanced MSA and technologists, interacts with requesting physicians and radiologists regarding requests when necessary. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: a. Citizenship. All applicants are required to be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified candidates in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3g. b. Certification. All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R). Advanced ARRT certification is required for assignments that include computed tomography (CT), magnetic resonance imaging (MRI), or Mammography (M) duties performed independently, as applicable. c. Education. Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from [other accrediting agencies as recognized by the Department of Education (DOE).]Have you completed the above required education? Failure to provide the required documents will result in an ineligible rating and your application will be excluded from consideration. d. Credentialing Standards. Public Law 97-35, the Consumer-Patient Radiation Health and Safety Act of 1981, requires that persons who administer radiologic procedures meet the credentialing standards in 42 CFR Part 75, Standards for the Accreditation of Educational Programs and the Credentialing of Radiographic Personnel. Essentially, they must have successfully completed an educational program that meets or exceeds the standards described in that regulation and is accredited by an organization recognized by the U.S. Department of Education and be certified as radiographers in their field. NOTE: You must submit the required supporting documentation to receive consideration. Failure to provide the required documents will result in an ineligible rating and your application will be excluded from consideration. Grade Determinations: In addition to the basic requirements for appointment, the following criteria must be met: Lead Diagnostic Radiologic Technologist, GS-11; Assignments: For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time. DRTs at this grade level may be appointed to one of the following assignments: Experience: At least one year of experience equivalent to the next lower grade level directly related to the position being filled that demonstrates the clinical competencies needed to provide services as a quality control technologist, DRT team leader, supervisory radiologic technologist, PACS technologist, clinical program director, or an assistant chief radiologic technologist. Lead Diagnostic Radiologic Technologist: The technologist is accountable to the next higher-level supervisor. The technologist functions as a lead technologist for a group of DRTs at the GS-10 level and below. The technologist performs a full range of general radiologic treatment procedures and possesses broad knowledge of the different modalities within the diagnostic radiologic area. The technologist is accountable to the next higher-level supervisor. Knowledge, Skills and Abilities (KSAs): The candidate must demonstrate all of the following technical KSAs: and demonstrate the potential to acquire the assignment-specific KSAs designated by an asterisk (*): *Skill in directing on-the-job training for employees. *Ability to evaluate work performance of lower level employees and recommend performance ratings. *Skill in technical planning and oversight to set and adjust work priorities, and [ensure] that work requirements are met based on employee capabilities. Ability to provide care appropriate to the age of the patients served, including knowledge of growth and development. *Knowledge of medical center, VHA, and government-wide human resources management regulations, policies, and procedures Preferred Experience: 5 years as DRT with preferred CT certification and IR procedure experience. References: VA Handbook 5005, Part II, Appendix G25, requires that applicants meet the following basic requirements. The full performance level of this vacancy is GS-11. Physical Requirements: The physical demands of the work require prolonged periods of standing, walking, and sitting. Work involves constant bending, lifting, twisting, and carrying moderately heavy items such as cassettes. Use of mobile X-ray units in the clinic and in the operating room requires twisting, turning to manipulate the X-ray equipment. The work requires pushing wheelchair and stretcher patients. Positioning patients who are unconscious or disabled requires considerable effort and working in awkward positions. Lifting of totally incapacitated patients is done only with the help of other employees.
