The incumbent serves as the Lead Diagnostic Radiologic Technologist for Mammography/Radiography within the Diagnostic Service at the Clarksburg VA Medical Center.
Duties
Employs specialized mammographic image techniques such as magnification views and implant views of the breast.
Familiar with, and adheres to, all U.S Food and Drug Administration (FDA) guidelines regulating the practice of mammography, radiation safety, and quality assurance requirements. Mammographers are subject to the Mammography Quality Standards Act of 1992 (MQSA) and regulated by the FDA.
Performs imaging procedures of a highly technical level not requiring constant supervision of technical detail.
Performs a variety of highly technical mammographic and radiologic procedures that require independent judgment with ingenuity and initiative to apply prescribed ionizing radiation for radiologic diagnosis.
Assumes responsibility for designated areas and specialized equipment, which require a person of special skills, continued high levels of efficiency.
Selects and prepares proper imaging and auxiliary equipment to perform procedures. Positions the patient and equipment to obtain desired images.
Verifies regions of interest (ROI); evaluates quality and measurements for problems due to artifacts, pathology, etc; recommends additional views as necessary; flags values that require physician's attention.
Positions patients and sets proper technical factors to obtain high quality diagnostic radiographs, including mammographic radiographs.
Perform specialized views of the breast such AP, External Medi-Lateral, Axillary and Lateral views.
Perform breast ultrasound.
Performs bone densitometry/DEXA scans regularly.
Assist radiologist and/or general surgeon with fine needle aspirations and other breast related guided biopsies which require special quality techniques.
Assures the mammography area is ready and able to pass required inspections, and provides feedback to supervisor on technical aspects of work.
Coordinates all scheduling of preventative maintenance for modalities either through biomedical engineering or local contractor service.
Maintains inventory of remote reading station equipment during monthly QM inspections. Obtains approval for travel via Diagnostic Services Administrative Officer.
Continually reviews new developments in the field of radiography and mammography.
Plans work assignments to adequately allow for training of lower grade level employees.
Acts as a liaison between first line supervisor and staff to resolve minor day to day conflicts.
Explains exams to competent patients so that patients understand what is to be done as well as what hazards, if any, are possible.
Assists radiologists during fluoroscopic examinations and obtains post fluoroscopy radiographs.
Performs a variety of general radiographic examinations of the chest, abdomen, spine, extremities, etc.
Responsible to the radiologists and supervisor for the quality and quantity of radiographic exams performed in order to assure a high level of acceptability of radiographs while minimizing patient dosage and reducing costs.
Supervises and trains rotating X-ray students.
Performs routine computer procedures for the purpose of maintaining accurate records so that easy recall of patient examinations may be achieved.
Gathers related information such as lab values, imaging reports, etc. so that correlation of examinations to other studies may be made by the radiologist in diagnosis and recommendation of treatment for medical disorders.

Qualifications
Basic Requirements:
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
A. Citizenship. All applicants are required to be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified candidates in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3g.
B. English Language Proficiency. All applicants must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
C. Certification. All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R). Advanced ARRT certification is required for assignments that include computed tomography (CT), magnetic resonance imaging (MRI), or Mammography (M) duties performed independently, as applicable.
D. Education. Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from [other accrediting agencies as recognized by the Department of Education (DOE).
E. Credentialing Standards. Public Law 97-35, the Consumer-Patient Radiation Health and Safety Act of 1981, requires that persons who administer radiologic procedures meet the credentialing standards in 42 CFR Part 75, Standards for the Accreditation of Educational Programs and the Credentialing of Radiographic Personnel.
Essentially, they must have successfully completed an educational program that meets or exceeds the standards described in that regulation and is accredited by an organization recognized by the U.S. Department of Education and be certified as radiographers in their field.

Grade Determinations:
In addition to the basic requirements for appointment, the following criteria must be used when determining the appropriate grade assignment of candidates:
Diagnostic Radiologic Technologist: GS-11
(1) Experience
At least one year of experience equivalent to the next lower grade level directly related to the position being filled that demonstrates the clinical competencies needed to provide services as a quality control technologist, DRT team leader, supervisory radiologic technologist, [PACS technologist, clinical program director], or an assistant chief radiologic technologist.
(2) Assignments.
For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time. DRTs at this grade level may be appointed to one of the following assignments: Lead Diagnostic Radiologic Technologist. The technologist functions as a lead technologist for a group of DRTs [at the GS-10 level and below. The technologist performs] a full range of general radiologic treatment procedures and possesses broad knowledge of the different modalities within the diagnostic radiologic area. The technologist is accountable to the next higher-level supervisor.

*Skill in directing on-the-job training for employees.
*Ability to evaluate work performance of lower level employees and recommend performance ratings.
*Skill in technical planning and oversight to set and adjust work priorities, and [ensure] that work requirements are met based on employee capabilities.
Ability to provide care appropriate to the age of the patients served, including knowledge of growth and development.
*Knowledge of medical center, VHA, and government-wide human resources management regulations, policies, and procedures.
