Duties
This position is located within the Department of the Interior, Bureau of Ocean Energy Management (BOEM), Office of Environmental, Physical & Chemical Sciences Unit in Jefferson, LA.
This position is being advertised as both location negotiable after selection and with a duty station(s) of Jefferson, Louisiana with the option of telework. If applying to "negotiable after selection", this means that your duty station will be based off your home address, and you will be a full-time remote worker. If applying to a specific duty station, you may be allowed to telework a set number of day(s) per pay period, with supervisory approval".
At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
1. Serves as a regional expert and advisor to senior management decision-makers on water and sediment quality related regulatory, policy, and scientific research. This may include, but is not limited to, sediment and water pollution, oil and chemical spills, wastes, discharges, and runoff of pollutants including their fate and impacts to the Gulf of Mexico related to Bureau Program activities (e.g., oil and gas, renewable energy, carbon capture, marine minerals, and alternative uses). The incumbent may be called upon to assess the effects of climate change on sediment and water quality issues.
2. Represents the Bureau as a regional expert on water and sediment quality related issues and coordinates internally and externally with other Federal and state agencies and stakeholders on water quality related issues, including sediment quality.
3. Keeps abreast of new developments in the water quality field, including, but not limited to marine/aquatic chemistry, oceanography, the state of the waters and sediments of the Gulf of Mexico, hypoxia, ocean acidification, water quality monitoring, and the effects of climate change on water and sediment quality, through current literature, attendance at meetings and seminars, and communication with other experts.
4. Proposes and manages the procurement of scientific research or data to address data gaps associated with proposed Bureau Program activities or the current state of the Gulf of Mexico as related to water quality and sediment quality, wastes and discharges, and oil or chemical spills.
5. Prepares the necessary analysis and supporting documentation, writes, and/or reviews water quality related sections of major, complex environmental documents associated with Bureau Program activities; the documents may include, but are not limited to National Environmental Policy Act (NEPA) documents (environmental impact statements (EIS) and environmental assessments (EA)), consistency determinations (CD) under the Coastal Zone Management Act, and technical documents such as lease sale packages. Makes sure the analysis within those documents complies with all relevant regulations, policies, and guidance.
6. Reviews site-specific activity plans, permit applications, and pipeline decommissioning applications for potential impact to water quality and for compliance with all relevant regulations and guidance.
7. Mentors and trains junior staff.
Salary Information for Jefferson, Louisiana:
GS-13: $103,409 - $134,435 per annum.
If selected for a virtual location, your pay will be set for the locality in which you live.
First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.
This position is included in a bargaining unit. The American Federation of Government Employees (AFGE), Local 3457, is the exclusive representative of all employees in this bargaining unit.
Qualifications
Minimum Qualification Requirements:
To qualify for this position, you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series to which you are applying.
(1) Basic Educational Requirements:
In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below:
SUBMISSION OF TRANSCRIPTS IS REQUIRED.
A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
B. Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education.
(2) Specialized Experience
To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Analyzing water and sediment quality related scientific information to write National Environmental Policy Act (NEPA) documents (e.g., Environmental Assessments (EA), Environmental Impact Statements (EIS)) or the equivalent.
2. Applying and interpreting Federal statutes, laws, or regulations (e.g., Outer Continental Shelf Lands Act (OCSLA) and the Clean Water Act (CWA), particularly the U.S. Environmental Protection Agency (USEPA) National Pollutant Discharge Elimination System (NPDES) permits and processes) concerning the protection of water quality.
3. Expressing technical information (e.g., related to water quality and sediment quality analysis), both orally and in written format, to management and the public considering the audience, setting or context, and nature of the information.
4. Working effectively with internal and external stakeholders of differing backgrounds, agendas, missions, and goals related to water quality and sediment quality issues.
