Duties

This position is located within the Department of the Interior, Bureau of Ocean Energy Management (BOEM), Gulf of Mexico OCS Region, Office of Environment. This position may be filled in Jefferson, Louisiana, or remote location determined upon selection. This position is being advertised as both location negotiable after selection and with a duty station of Jefferson, Louisiana, with the option of telework. If applying to "negotiable after selection", this means that your duty station will be based off your home address and you will be a full-time remote worker. If applying to a specific duty station, you may be allowed to telework a set number of day(s) per pay period, with supervisory approval. At the full performance level, GS-13 the major duties of this position include, but are not limited to the following: Serves as a regional expert and advisor to senior management decision-makers on air quality regulatory, policy, and scientific research, including greenhouse gases (GHG), climate change, and air emissions related to Bureau Program activities (e.g., oil and gas, renewable energy, carbon capture, marine minerals, and alternative uses). Represents the Bureau as a regional expert on air quality and coordinates internally and externally with other Federal and state agencies and stakeholders on air quality related issues, including greenhouse gas (GHG) and climate change. Keeps abreast of new developments in the air quality field, including, but not limited to air pollution, air emissions monitoring and detection, air quality modeling, meteorology, greenhouse gas (GHG), and climate change, through current literature, attendance at meetings and seminars, and communication with other experts. Proposes and manages the procurement of scientific research or data to address data gaps associated with proposed Bureau Program activities or the current state of the Gulf of Mexico as related to air quality, greenhouse gas (GHG), and climate change. Prepares the necessary analysis and supporting documentation, writes, and/or reviews air quality related sections of major, complex environmental documents associated with Bureau Program activities. Documents may include, but are not limited to National Environmental Policy Act (NEPA) documents (environmental impact statements (EIS) and environmental assessments (EA)), consistency determinations (CD) under the Coastal Zone Management Act, and technical documents such as lease sale packages. Makes sure the analysis within those documents complies with all relevant regulations, policies, and guidance. Reviews site-specific activity plans, permit applications, and pipeline decommissioning applications for potential impact of emissions to air quality and for compliance with all relevant regulations and guidance. Mentors and trains junior staff. This position is included in a bargaining unit. The American Federation of Government Employees (AFGE), Local 3457, is the exclusive representative of all employees in this bargaining unit. Salary Information: GS-13: $103,409 - $130,988 per annum (Jefferson, LA) $88,520 - $115,079 per annum (Remote Location) *This is the base GS salary rate. If selected for a remote location, pay will be set according to selectee's geographic area. First time hires to the Federal government normally start at the lower salary range of the grade level. This vacancy may be used to fill additional positions as vacancies become available. This vacancy is also announced as BOEM-MMLL-24-AW-039(MP) for those applicants who wish to apply and be considered under Merit Promotion procedures.

Qualifications

Minimum Qualification Requirements: To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series/grade to which you are applying. (1) Basic Educational Requirements: In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below: A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of education and experience: education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. IMPORTANT NOTE: You must submit your transcripts to verify that you meet this educational requirement. (2) Specialized Experience: To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: Analyzing air quality related scientific information to assess the effects of proposed activities and prepare written analyses of those potential effects for the purpose of informing a decision (e.g., National Environmental Policy Act analysis); Interpreting and applying Federal or state statutes, laws, or regulations (e.g., Outer Continental Shelf Lands Act and the Clean Air Act) concerning the protection of air quality; Effectively communicating technical information related to air pollution, air emissions, air quality analysis, and related processes to a range of audiences (e.g., public, management, external stakeholders) with technical and non-technical backgrounds, in both oral and written format; AND Working effectively with internal and external stakeholders of differing backgrounds, agendas, missions, and goals related to air quality, air emissions, meteorology, or climate change issues to develop processes, tools, guidance, policy, or regulations. MUST MEET ALL.
