About the Position: Serves as a Lead Contract Specialist responsible for the full range of pre-award and post-award functions for the Army Contracting Office, Fort Sam, Houston, TX.
Duties
Administers the full range of pre-award and post-award functions, including negotiations, cost/price analysis, contract administration and close out; developing annual, multiyear and long-range acquisition plans
Pre-Award: Evaluates programs to provide advice and guidance to the program manager (PM) or for the contract's structure relating to specific incentive arrangements and statement of work (SoW) requirements.
Post-Award: Performs contract management functions in accordance with the Federal Acquisition Regulation (FAR) and contractual agreement interpreting contract agreements for command officials and contractors.
Serves as a Team Lead working with team members to achieve specific tasks, produce work products and services and meet program and production goals.
As Team Lead, responsible to the supervisor for ensuring that the work assignments are effectively and efficiently carried out by the team
Requirements

- This is a Defense Acquisition Workforce (AWF) position, employee must meet the DoDI 5000.66 requirements applicable to the Career Category/Functional Area/ Career Level Certification on the sequenced position Conditions of Employment data fields.
- Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.
- Practitioner Career Level Certification must be met within 5 years.
- Advanced Career Level Certification must be met within 4 years.
- Travel (TDY) 10% of the Time

Basic Requirement for Contract Specialist:
Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.(Note. You must upload your transcripts)
OR
Exemption: You are exempt from the education requirements above if
(A) you are a current civilian employee in DoD who occupied NH-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September, 30, 2000;
OR
(B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the NH-1102 series on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below.
Specialized Experience at the NH-02 or equivalent level:
One year of specialized experience which includes performing pre and post award functions; negotiate and complete contracts, and complex acquisition programs and processes.

Time in Grade Requirement: Time in Grade Restrictions do not apply to Pay Banded positions.
Education
