Duties

Serve as the Chief, Executive and Administrative Services for the Office of General Counsel (OGC), responsible for planning, directing, controlling, implementing, managing, and executing required support to maximize overall effectiveness of OGC. Advises, coordinates, and supports the General Counsel (SES) and Deputy General Counsel (SES), and the geographically dispersed DLA Legal Enterprise on administrative matters, management, special projects, and events. Oversees, coordinates, identifies, analyzes, and communicates new and emerging concepts, principles, and techniques that will advance business systems, processes, and methods that impact the Directorate and other organizations. Responsible for comprehensive administrative services and support programs, including law office management of resources, budget, personnel, projects, processes, knowledge continuity, ...(cont) ... security, executive support, systems integration, and internal controls. Serves as approving official for office systems and administrative requirements, including budget, government purchase card, travel, training, security, time and attendance, information technology, and other administrative programs and functions. Responsible for planning, programming, budgeting, executing, and overseeing the financial management program of a multi-million-dollar budget; manages the funds execution of OGC programs and the Electronically Stored Information Program. Direct, develop, review, and administer program planning, policies, procedures, and services; establish metrics/ standards and monitors compliance and effectiveness to ensure strategic alignment with the Agency’s mission, goals, and objectives. Manages, coordinates, drafts, and reviews tasking responses, program activities, assignments, projects, communications, and products that are internal and external ...(cont) to the organization, ensuring the timely and quality completion of actions and requirements. Analyzes issues and problems, analyzes organizational and work design proposals, develops courses of action to improve operations, and resolves matters with the relevant leadership or senior subject matter expert. Plans and directs the work of Headquarters, OGC executive and administrative personnel. Performs the full range of supervisory and management functions necessary to ensure the smooth operation of OGC.

Qualifications

To qualify for an Administrative Officer, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Principal advisor to senior management on business operations matters; experience coordinating administrative and management support personnel and program activities with high-level executives. Conducting research into organizational problems and solutions; providing senior leadership with information, analyses, and guidance to make decisions affecting administrative functions, including current and long-range policies and proposals that affect the organization. Oversight of the assignment of information/action, suspense, coordination, and dispatch on all communications; developing and reviewing communications on behalf of leadership. Developing and improving the effectiveness of administrative work methods, such as applying analytical and evaluative methods and techniques and establishing goals, metrics, performance standards, and internal controls that ensure efficiency and effectiveness of program operations and initiatives. Working collaboratively with diverse stakeholders to accomplish mission requirements and to build effective change management. General administrative procedures and policy; substantive administrative support functions, such as resources, budget and financial management, human capital, personnel, and office management which serve to facilitate program operations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
