Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Major Duties: Creates and posts complicated accounting transactions. Performs extensive analysis and reconciliations of accounts, records and reports. Maintains a variety of subsidiary ledgers and schedules that support ledger balances. Audits account balances and processes necessary corrections. Processes vouchers for payment, to include vendorization, obligation, vouchering, manual posting and reconciliation to obligation documents, and payment coding actives. Researches, reviews and analyzes an extensive and complex array of accounting directives, handbooks, manuals, guides, etc. Responsible for electronic payment system administration, follow-up actions on outstanding receiving reports and certifications, and resolves lay payment or vendor inquiries. Provides training to other accounting technicians, control point clerks, and officials on a wide variety of accounting activities to ensure accurate budgetary data. Assists in the planning, coordination and completion of travel profiles, plans, and expense reports for employees and patients. Performs other related duties as assigned. Qualifications

MINIMUM QUALIFICATION REQUIREMENT: SPECIALIZED EXPERIENCE: At least one year of specialized experience that equipped you with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-5). Specialized experience is general ledger accounting experience that included duties such as processing payments, account reconciliation, preparing financial statements, balancing a general ledger, performing account adjustments, etc. OR GRADUATE EDUCATION: As a general rule, education is not creditable above GS-5 for most positions covered by this standard. However, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position. Nine hours of graduate education in accounting or accounting-related courses can be used to qualify in lieu of specialized experience. Transcripts are required if using education to qualify. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of specialized experience and graduate education as described above that demonstrates the ability to perform the duties of this position. Experience must be detailed in your resume and transcripts are required. You will be rated on the following Competencies as part of the assessment questionnaire for this position: AccountingAccounting OperationsOral CommunicationTechnical Competence IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work is mainly sedentary. However, there is some walking, bending, lifting, and carrying of light objects.
