This position serves as the Quantitative Research Branch Chief, responsible for a team and statistical work products developed by the Bureau's corps of social science researchers - economists, statisticians, and demographers.

Duties

The mission of the Women's Bureau (WB) is to promote the welfare of wage-earning women. The WB Office of Policy and Programs (OPP) upholds this mission by 1) planning and conducting statistical, economic, legislative, and policy research and analyses; 2) disseminating research and analytical findings to WB and DOL administrators, other Government agencies, the private sector, external stakeholder groups, and the public; 3) participating in the development of DOL policies and programs to improve the economic status of working women and cooperating with and advising other agencies (e.g., Federal, State, and local) to help maximize their effectiveness in this area; 4) providing a channel for access by constituent groups to the government policy-making process; 5) developing and administering programs to meet the needs of targeted groups of women; and 6) engaging in competitive grant making and carrying out a variety of education, outreach, and technical assistance activities. As Supervisory Statistician, you will perform the following duties, which is not an all-inclusive list: Plans, designs, and carries out major data studies of a broad and comprehensive nature that pertain to women in the workforce. Apply broad areas of classical and modern advanced statistics, survey data collection and analysis, and sampling design. Designs and executes data analysis and statistical validation in response to Departmental and congressional inquiries concerning women in the labor force. Applies statistical data research and analysis principles, methods, and techniques (e.g., sampling design and variation, descriptive analysis, regression analysis, etc.) to conduct advanced quantitative studies and to develop highly technical analyses surrounding key issues relevant to working women. Provides expert technical support for research, evaluation, and development of complex statistical projects. Assists in preparation of research plans; establishes timelines; identifies and balances different priorities; manage resources and risks; provides incremental progress and feedback; ensures that standards are maintained and products are well-documented. Serves as a first-level supervisor and will provide planning, directing, organizing, and exercising control over assigned employees, which includes assigning work and evaluating performance.

Requirements

  • Must be at least 16 years old and a U.S. Citizen.
  • Candidate required to obtain and maintain the necessary security/background investigation level.
  • Requires a one-year probationary period.
  • Requires a supervisory probationary period if the requirement has not been met.

A full year of work is considered to be 35-40 hours of work per week. Basic Requirement for Supervisory Statistician, 1530 Series: ALL applicants must meet the following Individual Occupational/Basic Requirement: A. Degree: Bachelor's (or higher) degree that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. -OR- B. Combination of Education and Experience: Courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance. -AND- In addition to meeting the basic requirement, to qualify, ALL applicants must possess one year of specialized experience equivalent to at least the GS-13 grade level in the Federal service which includes performing at least four of the following: Applying classical and modern advanced statistics, survey data collection and analysis, and sampling design to carry out major data studies; Utilizing large scale national datasets and other sources of employment and demographic data; and mastery of a major statistical software package(s); Compiling and assembling statistical data and applying statistical techniques and analysis of data, as well as providing technical assistance on complex statistical analyses; Conducting independent research and preparing write-ups of findings and conceptualizing, executing and administering projects; Conceptualize, propose and implement internal and commissioned quantitative research and analytical studies, to include day-to-day project management and providing project-related direction to more junior members of the team.
