The Office of Enforcement Analysis (OEA) performs research and analysis to identify instances of diversion of U.S. items for unauthorized purposes, and works with other agencies to impair, impede, and prevent the diversion or misuse of export-controlled items. OEA's focus is on uncovering the diversion of items that relate to top-tier national security threats, such as Weapons of Mass Destruction proliferators, terrorist groups or state supporters of terrorism, and potential adversary states.
Duties
The Director of the Office of Enforcement Analysis (OEA) is one of three office-level directors under the authority of the Assistant Secretary for Export Enforcement (EE), Bureau of Industry and Security (BIS).
The Director of this office manages core mission responsibilities for BIS and plays a critical role in accomplishing BIS's strategic goals. These include increasing investigation and prosecution of export violations; evaluating the bona fides of parties to license applications and export transactions; preventing export violations through public-private cooperation; strengthening international efforts in the prevention of dual-use export violations through illegal transshipment and/or reexport; and strengthening internal procedures to ensure that the most streamlined processes are utilized to accomplish the mission of EE, BIS, and the Department.
Responsibilities include but are not limited to the following:
Formulates programs aimed at the prevention and identification of export violations;
Manages the Information Triage Unit (ITU);
Manages BIS's End-Use Verification Program;
Acts as BIS's Unverified List (UVL) coordinator;
Administers Export Enforcement's Lead Generation Program;
Manages License Application Coding and Screen Reviews; and,
Determines ways in which the enforcement analysis program can be enhanced, and the effectiveness of the analytical staff improved. Initiates change and improvements in the activities of OEA to facilitate its most efficient and effective operation.
Additionally, the Director of OEA directs and manages the office's personnel, resources, and activities. The incumbent also administers Export Enforcement's preventive enforcement and export control compliance programs, and is responsible for managing Export Enforcement's research and analysis efforts related to counter-terrorism, unauthorized military modernization, weapons of mass destruction, and misuse of technology to enable human rights abuses.
Qualifications
To qualify, applicants must provide evidence of progressively responsible executive level leadership experience and office management experience directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and their competencies and Professional/Technical Qualifications (PTQs). Professional/Technical Qualifications:
Demonstrated ability to solve systemic problems; grasp conceptual ideas and exercise original analytical thought; present well-considered and sound recommendations and investigative analysis; formulate and propose to higher authorities, priorities, analyses, objectives, and program activities and operations; employ innovative and creative approaches to the establishment of systematic processes for the collection, analysis and dissemination of data and intelligence; and ensure that such activities are consistent with export control national policy guidelines and programs.
Knowledge of Export Control Reform Act (ECRA) and the Export Administration Regulations (EAR), related export control laws, requirements, regulations, procedures, forms, and precedent court or legal decisions; general knowledge of current history and international affairs; and the ability to apply inductive and deductive reasoning and knowledge to the specialized subject matter of export controls.
Knowledge of personnel management skills, regulations, and procedures enabling the direction, assignment, and supervision of available resources in response to a varied and heavy workload, and the ability to apply this knowledge to the management of personnel to ensure efficient and successful completion of intelligence operations and research functions.

FIREARMS. Selectees will be required to carry and use a firearm, demonstrate proficiency regularly, and not be in violation of 18 USC 922 (Lautenberg Amendment).
NOTE: LAUTENBERG AMENDMENT - This position authorizes the incumbent to carry a firearm. Any person convicted of a felony or misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition (Title 18, USC Section 992(g)). A felony or misdemeanor crime of domestic violence is generally defined under the statute as any offense involving the use or attempted use of physical force or the threatened use of a deadly weapon committed by the victim's current or former domestic partner, parent, or guardian. The term convicted, as defined in the statute, excludes any person whose conviction has been expunged, set aside, or pardoned, or any person whose civil rights have been restored, so long as such restoration does not restrict the shipping, transport, possession or receipt of firearms or ammunition. Candidates convicted of a felony or misdemeanor crime of domestic violence within the meaning of the referenced statutes are not eligible for the position.
Medical Requirements
The duties in this position in this series require moderate to arduous physical exertion involving walking and standing, use of firearms and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning for applicants to perform their duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. As measured by an audiometer, hearing loss must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself or others is unqualifying.
Maximum Entry Age: This position is covered by the special retirement provisions for Federal Law Enforcement Officers (LEO). Candidates without previous LEO service must be under the age of 37. Those with current or prior federal LEO coverage will be considered only if they can demonstrate that they have completed 20 years of covered service by the mandatory retirement age of 57. This requirement may be waived for Veterans.
Basic Training: Selectee must complete or have completed the basic criminal investigator course at the Federal Law Enforcement Training Center, Glyndon, GA (or equivalent training determined by the agency).
