About the Position: This position is located with the Joint Personal Property Shipping Office-Mid Atlantic (JPPSO-MA) - Fort Belvoir, VA
Duties
Implement traffic management plans, programs, policies, procedures, transportation management systems.
Execute personal property movement and storage functions for the entire Area of Responsibility (AOR) and reviews excess cost inquiries.
Provide technical and functional assistance to the supervisor in regard to making decisions related to the movement, payment and/or storage of personal property to other staff agencies.
Conduct examinations of voucher documents in accordance with regulations, policies and procedures.
Determine appropriate recommendations for unresolved or questionable problems and performs follow-up.
Monitor reports of shipment discrepancies (shortages and damages), late deliveries, and inadequate equipment to detect trends in carrier performance.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Work may occasionally require travel away from the normal duty station to commercial TSPs/Contractor's offices or training locations.
- Travel may be by various means including commercial and government aircraft, or motor vehicles within the AOR. Work may occasionally require duty in warehouse or receiving areas.
- Incumbent must satisfactorily complete COR instruction/training classes determined appropriate and within identified time period by supervisor and/contracting officials.
- This position requires the incumbent to obtain and maintain a Tier 3 (Secret) clearance.
- This position requires the incumbent to travel (TDY) up to 10% ofhe time.
- This position requires the incumbent to serve a one-year supervisory probation unless previously completed.

In order to qualify, you must meet the education/ ex requirements described below. Specialized Experience: One year of specialized experience which includes monitoring traffic and transportation operating procedures, oversee movement/storage of personal property, and U.S. and foreign customs policies/procedures involving personal property movements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
