THIS IS AN ARMY NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a TITLE 32 PROGRAM ANALYST (MI DCSLOG), Position Description Number D1911P01 and is part of the MI DCSLOG, Michigan Army National Guard.

Duties

***THIS IS A TITLE 32 NATIONAL GUARD POSITION THAT REQUIRES MILITARY MEMBERSHIP*** This position is located in the Deputy Chief of Staff (DCS) G-4/DCSLOG, Joint Force Headquarters (JFHQ), Army National Guard (ARNG), Distribution Management Division, Command Supply and Services Branch, Command Supply and Discipline Section. Its purpose is to establish supply discipline as regulatory guidance; standardize supply discipline requirements; provide responsible personnel with a single listing of supply policy requirements; make the ARNG more efficient with respect to time spent monitoring subordinates' actions; eliminate repeat findings of noncompliance with policy; serve as a monitor for the Command Supply Discipline Program (CSDP) management controls. DUTIES 1. Develops sampling plans and procedures for validating unit/activity accountability and inventory certifications. Independently evaluates the effectiveness of substantive unit programs and processes in meeting their established goals and objectives. Analyzes evaluation results on both a quantitative and qualitative basis to provide concise and objective information to identify accountability strengths and weaknesses. Develops recommendations to correct deficiencies or suggest program or process improvements for the organization. Plans and designs procedures to improve organizational effectiveness and efficiency. 2. Evaluates unit and organizational effectiveness. Develops and administers a system of reviews, management controls, evaluations, and checklists designed to ensure conformance with law and regulations. The employee plans, coordinates, and carries out the successive steps in fact-finding and analysis of issues necessary to complete each phase of assigned projects. Using standardized and locally developed evaluation programs and processes, management principles, organizational theory, and techniques of analysis and evaluation, plans and accomplishes scheduled evaluations. 3. Collectively evaluates management effectiveness of property management functions and informing management of their programs. Coordinates and/or conducts management studies of organization, staffing, work measurement, methods, or procedures. Incumbent reviews administrative audits, Financial Liability Investigation for Property Loss (FLIPL) reports, and Command Supply Discipline Program (CSDP) review reports to determine accountability trends to develop scope of review and recommendations to improve accountability processes and corrective actions. Monitors all unit standardization/evaluation type programs ensuring adherence to all requirements defined in Department of the Army (DA), National Guard Bureau (NGB), and local publications or other applicable directives. 4. Applies statistical analysis techniques to measure progress, efficiency, and trends impacting the readiness of the organization and the effectiveness of management controls regarding logistics discipline to meet organizational goals and objectives. Develops cost analysis of financial impact regarding accountability, equipment and supply damage, adequacy of storage, physical security and loss of federal supplies and equipment. 5. Interprets a variety of requirements making independent judgments to determine organizational compliance with applicable regulations, procedures and practices. Provides USPFO, DCSLOG/G4, Command Staff, unit/activity commanders, with factual, objective assessments of the unit's ability to conduct unit logistics operations and account for federal property. Analyzes, evaluates, validates, and identifies ways to improve the mission, function, and activities of the organization. Provides USPFO, DCSLOG/G4, Command Staff, unit/activity commanders, with information needed for effective direction of programs to include reports identifying limiting factors, program management opportunities, and availability of equipment on hand. 6. Advises the DCSLOG/G4, Command Staff, unit/activity commanders, activity managers on the evaluation of basic program policies, regulatory requirements, and follow-up procedures regarding applicable completed evaluation. Recommend corrective action to re-establish and ensure unit/activity compliance, with applicable logistics and physical security regulations and directives, with a specified suspense date. Develops processes, management, administrative, and technical evaluation plans for implementation by supervisors/managers. 7. Recommends internal reporting and status tracking procedures to ensure adequate control in terms of deadlines, progress reports, and follow-up reports. Manages the evaluation program to ensure required actions are tracked and completed. During the assessment, the examiner reviews and ensures ground safety, fire prevention and security standards are being followed. Makes recommendations, reviews responses and ensures that corrective actions are performed. 8. Performs other duties as assigned.

Requirements

  • This is an excepted service position that requires membership in a compatible military assignment in the Michigan Army National Guard, required prior to the effective date of placement.

Qualifications

Military Grades: E3 - O2 SPECIALIZED EXPERIENCE: Minimum Time Required - 24 Months Experience, education, or training which has provided application of practices, theories, techniques, and methods of management. Experience analyzing, interpreting, and developing policies and procedures of local management. Utilizes comprehensive knowledge of implemented logistics programs and their interrelationships. Comprehensive knowledge and skill in applying statistical analysis and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature. Using statistical trend analysis and evaluative methods and techniques ensuring that all cost center analysis are effective and efficient. Knowledge of administrative logistics and physical security regulations and operating procedures and possesses skills in applying fact-finding and investigative techniques (e.g., supply personnel and unit commander interviews, review of work procedures, command supply discipline and financial liability of loss reports, instructions, records, and files) to gather clear-cut factual evidence of compliance with logistics and physical security regulations, directives and local standing operating procedures (SOP). Specialized knowledge of logistics and supply operations in order to validate status of on hand property and equipment regarding excess property postures, turn-in procedures, equipment/supply receipt procedures, processing statement of charges, posting adjustments to property records, accountability procedures, and review of durable/expendable document registers. Knowledge and skill of analytical techniques performed through interviews with supervisors, employees, and organizational workforce, including commanders and supply personnel to establish recommended solutions or follow-on actions.
