You will serve as a PROGRAM ANALYST in the The Air Warfare Division (OPNAV N98) of IMMEDIATE OFC OF CHIEF OF NVL OPS.
Duties
You will develop future aircraft inventory forecasts in support of the U.S. Navy's Planning, Programming, Budgeting, and Execution (PPBE) system.
You will serve as a liaison between OPNAV N98, N832, HQ USMC, Commander Naval Air Forces, Commander Naval Air Systems Command and the various platform Program Executive Office’s and Program Managers Aviation.
You will Coordinate with Commander, Naval Air Systems Command Structures Division utilizing Health of Naval Aviation data for individual aircraft as an input for aircraft inventory projections.
You will provide OPNAV input into the development and modifications to a database management system used to track aircraft inventory and readiness.
You will Lead DoN representative for Director Air Warfare on all issues related to aircraft, engine and engine module inventory audit and remediation efforts.
You will create or modify standard work products needed to ensure consistent, complete and successful audits.

- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience demonstrates performing duties such as the following:
1. Planning, Programming, and budgeting;
2. Having familiarity of the aircraft inventory relationship between DoD aviation activities and coordinating with senior command to ensure inventory goals are met;
3. Determining the status of various programs in the development of the aviation future forces structure;
4. Leading a team of diverse personnel to document the Department of Navy aviation future forces using the on-line Flight Hour Projection System;
5. Maintaining, logging and issuing inventory; and
6. Analyzing utilization rates, ages, service lives and loss rates for aircrafts within the DoD inventory.
