The Facility Service Assistant will serve in Facility Management Service located at the VA Medical Center Fayetteville, Mid-Atlantic Healthcare Network (VISN 6), Veterans Administration, Department of Veterans Affairs, Fayetteville, NC. The Facility Service Assistant provides administrative support in all areas of the Maintenance and Operations Section and backup support for all areas of Engineering Service.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Work Order Coordinating: Serves as primary contact for emergency and routine repair calls for Engineering across the entire Fayetteville Enterprise including the Medical Center, two Health Care Centers (HCC), 6 CBOCs and 2 Vet Centers. (Assignments involve all areas of Engineering including plant maintenance, preventive maintenance, projects, safety, equipment repair, utilities, and biomedical equipment.) Manages work order system in the VISTA computer system, maintains a log of all calls received, which includes but is not limited to inputting information on all work orders, entering work orders and printing out work orders, monthly preventive maintenance reports and beyond economical repair (BER) surveys, and provide monthly reports for emergency calls broken down by engineering disciple. Produces monthly reports to document utility system failures, utility system user errors, equipment failures, equipment user errors, life safety work orders initiated, and life safety work orders completed. Codes all new equipment to be included in the PM program. Produces annual reports and graphs using Excel and Microsoft Word to document performance of each shop based on work orders, PMs, and emergency calls. Contracting Officer representative (COR) Duties: Ensures that the government receives all that it has bargained for. Reviews mandatory reporting requirements, conducts Fiscal audits, review potential adjustments and funding justifications. Provides relevant contract information to station leadership in all phases of the acquisition process, from planning to administration to close out. Record Keeping: Maintains contract administration files in accordance with VA policies and procedures including but not limited to: VHA SOP 160-10-01, Procurement Process, Security Handbook 6500.6, VA Directive 1663. Invoice Certification: Validates invoices within five (5) days of receipt against the terms of the contract and performance monitors. Notifies the Contracting Officer within three (3) days of receipt if the invoice is not valid. Ensures compliance with invoice validation processes before invoices are certified. Training Documentation: Completes the training for FAC-COR certification, VHA supplemental training, and any additional training based on the complexity of the contracts they administer. Retains a copy of current training and FAC-COR certification must be retained in each COR contract file. SPECIALIZED EXPERIENCE: Requires one full year of specialized experience that equipped the applicant with the knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the Federal service. Specialized experience includes having a working knowledge of basic principles of construction in regards to building service systems as well as current information on basic materials to determine type of engineering disciple that is needs to evaluate the maintenance issues and to assist with preventive maintenance records; having an understanding of Engineering terminology, tools, materials, and operations to interpret manufacturing parts lists, manuals and catalogs; understanding of major issues, program goals and objectives, work processes, and administrative operations of Engineering/Maintenance; comprehension of basic procedures and processes; capable of tracking a variety of program expenses to monitor, maintains funds controls points, and prepare purchase orders for parts and supplies; ability to identify basic equipment malfunctions for work orders and usage instructions. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work is primarily sedentary, although physical effort will be required. Walking, bending, stooping, and lifting to thirty (30lbs) pounds on occasion will be required.
