You will serve as a SHIPBUILDING SPECIALIST in the Submarine /branch (Code 441), Waterfront Operations (Code 440), Contracting Office (Code 400) of NORFOLK NAVAL SHIPYARD.

Duties

You will plan and coordinate on site reviews for the evaluation of personnel protection/prevention and safety programs for compliance with appropriate procedures, contracts, and specifications. You will conduct daily shipboard safety inspections and make on the spot recommendations to correct unsatisfactory and unsafe conditions. You will utilize the output of contractor systems and procedures for cost estimating, labor and overhead, budgeting, purchasing and resource planning. You will review and evaluate contractor proposals for the purpose of providing input to and/or negotiating labor and material costs. You will monitor the contractors cost control systems during contract performance, recommend cost approval or disapproval, and participate in negotiations with the contractor to obtain corrective action if needed. You will develop repair specifications and government estimates in support of various contracts. You will review contract specifications, drawings, technical manuals, and design test requirements to determine and evaluate contractor compliance, progress, and work quality.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position requires that the selectee be willing and able to climb ladders and scaffolding.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

GS-12 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience working with naval shipyard policies and procedures related to engineering, planning, production and administration. Experience demonstrating oral and written communication skills to conduct interviews and training classes. Experience preparing clear, informative, written reports. Experience interpreting drawings, plans, specifications, job orders, and other documents used by the Production Resources Department Shops. Experience identifying basic ship types, configurations, and systems to facilitate shipboard onsite inspections of failed systems/components. Experience utilizing quality assurance concepts, principles, and methodology to utilize in developing and implementing an effective, economical shipyard Quality Assurance program. Experience performing audit, investigative and analysis methods and techniques to conduct effective audits/investigations. GS-11 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience working with naval shipyard policies and procedures related to engineering, planning, production and administration. Experience demonstrating oral and written communication skills to conduct interviews and training classes. Experience interpreting drawings, plans, specifications, job orders, and other documents used by the Production Resources Department Shops. Experience identifying basic ship types, configurations, and systems to facilitate shipboard onsite inspections of failed systems/components. Experience utilizing quality assurance concepts, principles, and methodology to utilize in developing and implementing an effective, economical shipyard Quality Assurance program. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related
